Overview:
We have a client looking for a Business Analyst. The Senior Business Analyst provides strategic business analysis services to business partners. The focus of this position is to work closely with the business units to gain in-depth understanding of the customer's business strategy, processes, services, roadmap and the context in which the business operates. This role will be key to understanding the documenting capabilities needed to address business challenges.
The Senior Business Analyst is responsible for reviewing assigned business processes from end-to-end to identify and address operational, financial, and technological risks. Identify opportunities to improve efficiency.
The work will be performed for the Unemployment Insurance Modernization (UI Mod) Project. The project's overall objective is to replace the existing mainframe system and other components (web portals, EDMS, etc.) with a commercially available solution built on a modern technology platform. JSND has a hired a vendor to provide a SaaS solution. The project is being done in two phases. The first phase is underway and runs through July 2025. The second project will start fall of 2024 and run through sometime in 2026/2027. BA work performed under this contract will be specifically for JSND needs as they arise. Work on the project will be sporadic.
The initial work to be performed involves analyzing the current UI Tax Rate process and the model used. Our current tax rate model is a complex Excel spreadsheet with numerous tabs and extensive links to several external spreadsheets. This setup includes a series of array formulas, with much of the data sourced from our existing legacy system and subsequently imported into an Access Database. Proficiency in crafting complex formulas and an understanding of Access programming is essential for effectively understanding, managing, and updating this model. There is some documentation for the process, although it may be lacking in detail.

Core Responsibilities Include:
  • Perform BA Services following best practice IIBA knowledge areas.
  • Conduct Elicitation and Collaboration services to define and assess agency needs.
  • Plan a business analysis approach for complex situations which identify and leverage the appropriate tools based on the information and purpose of the task.
  • Perform requirement analysis, design, and definition services, aligning requirements to solution components and releases to best achieve change objectives.
  • Consistently combine complex data from unrelated sources and understand how they impact the enterprise or organization.
  • Conduct Solution Assessment and Validation Services by assessing and analyzing design documents provided by development teams to determine if business needs will be met.
  • Validate scenarios and results of User Acceptance Testing, verify developer solutions meet the business requirements.
  • Use active listening and discovery skills to understand the real issues and needs and build rapport.
  • Fosters a collaborative approach to collect ongoing feedback and opinions with stakeholders at all levels of the organization.
  • Able to engage all stakeholder and gain consensus.
  • Build and use templates and tools for enabling stakeholder-focused written communication, capturing the motivation, needs and requirements of stakeholders including customer profiles.
  • Able to consistently develop effective change strategies, even for complex situations, which drive adoption of tools, templates, and processes.

Education:
Minimum 2-year degree

Experience:
5 or more years of experience
Experience in unemployment insurance tax preferred

Skills:
In-depth knowledge of Excel (macros, pivot tables, calculations, etc.) and relational databases.

Certifications:
CBAP certification preferred or will qualify to receive certification within 2 years of employment.
