Performs difficult skilled trades and administrative work supervising the care, maintenance and cleaning operations for all district buildings and grounds; monitoring fiscal operations and developing department goals, and related work as apparent or assigned. Work is performed under the limited supervision of the Director of Finance and Operations. Departmental supervision is exercised over all personnel within the department.

Essential Functions
Assigns, directs, trains, coaches and reviews staff work; provides recommendations for hiring, transferring, promoting, suspending, terminating and disciplining employees; evaluates performance and develops staff schedules.
Oversees and supervises the development of facility procedures and methods governing the care, cleaning and maintenance of district buildings, equipment and grounds.
Observes and assures all fixed assets and equipments are entered, monitored and maintained in accordance with care and service specifications.
Works and collaborates with district and building administrators in planning for building improvements, renovations, remodeling, construction and/or long-range capital outlay projects for the district.
Coordinates, monitors and recommends fiscal operations and purchases; oversees approved division budgets.
Assists with developing and preparing bid specifications and bid documents for the purchase of services and equipment; oversees and coordinates the bidding process.
Plans, coordinates and oversees the care and maintenance of athletic fields, playgrounds, parking lots and other district grounds.
Advises the Director of Finance and Operations as the primary liaison with the transportation contractor on road hazards caused by severe weather and the necessity to close schools.
Helps establish and monitor district procedures to ensure compliance with health, safety, ADA or other laws, rules, regulations or guidelines pertaining to the safety and health of staff, students and the public while on school grounds.
Assists with planning and implementing facility systems technology to achieve operational effectiveness and efficiencies.
Oversees the implementation of the district's energy conservation program and personnel.
Develops and recommends operational strategies resulting in cost avoidance, energy conservation and efficiency and air quality.
Serves as the primary contact with the Minnesota Department of Education, OSHA, Fire Marshal, building inspector, EPA, etc.
Works with the Director of Technology and Security Services to establish and maintain the District's security program and key management system.
Supervises the installation and maintenance of locks and keys for doors, furniture, electric locks and padlocks across the District.
Attends, participates and represents the district before various groups, committees, task forces and professional organizations at the local, metro, regional and state level.
Attends work regularly and arrives on time.

Knowledge, Skills and Abilities
Comprehensive knowledge of the basic principles and methods of mechanical, electrical, plumbing, HVAC, energy, asbestos and trades maintenance and repair of large buildings and related facilities; comprehensive knowledge of building construction principles, practices and procedures; thorough knowledge of maintenance work principles, practices, equipment, tools and materials; comprehensive knowledge of budgets, RFPs and bids; thorough knowledge of the hazards and necessary safety precautions involved in maintenance work; general skill using various hand tools and shop equipment; general skill reading and working from drawings and schematics; ability to plan work independently; ability to prepare contract specifications and cost estimates; ability to plan and supervise the work of subordinates; ability to establish and maintain effective working relationships with contractors, architects, engineers, school administrators, the School Board, associates and general public.

Education and Experience
Bachelor's degree in business administration, facilities management, HVAC, construction, engineering, or related field and considerable experience in facility maintenance, repair and grounds, budget development, construction management, or equivalent combination of education and experience.

Physical Requirements
This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 50 pounds of force and occasional exertion of up to 100 pounds of force; work regularly requires standing, walking, speaking or hearing and using hands to finger, handle or feel, frequently requires sitting, reaching with hands and arms, pushing or pulling, lifting and repetitive motions and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling and tasting or smelling; work requires close vision, ability to adjust focus, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using measuring devices, assembly or fabrication of parts within arms length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires working near moving mechanical parts and exposure to outdoor weather conditions and occasionally requires wet, humid conditions (non-weather), working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to extreme heat (non-weather), exposure to the risk of electrical shock, exposure to vibration, exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment and exposure to bodily fluids; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).

Special Requirements
Valid driver's license.
