This position is located in the Overseas Support Branch within the Countermeasures Directorate (C). The Overseas Support Branch (DS/STO/OSB) is responsible for providing management oversight, funding, staffing, coordination, and logistical support to overseas Engineering Service Centers (ESC), Engineering Services Offices (ESO), and Technical Security Offices (TSO). OSB provides overseas field offices with management direction in terms of priorities, oversight, guidance, and coordinating interagency support. OSB works with regional bureaus, overseas posts, and DS management to establish or move positions, determine position grades, and provide input on personnel assignments. OSB also prioritizes, obtains, coordinates, and disburses resources to support overseas offices with travel money, local operating funds, vehicles, administrative support and office infrastructure.

Responsibilities include:
- Monitor day-to-day engineering service operations at assigned regional posts. Provide operational advice, information, and assistance, as needed, to ESC, ESO, and TSO personnel at the assigned post.
- Serve as a point of contact on all engineering service matters pertaining to the assigned regional posts with other Department of State organizations and USG agencies.
- Advises and assists the ESCs, ESOs, or TSOs at the assigned regional posts in establishing plans, priorities, and budgets for engineering programs and operations at post. Ensures alignment with Countermeasures and DS priorities and objectives.
- Reviews, analyzes, and evaluates engineering surveys, status reports, and other information received from the ESCs, ESOs, or TSOs at the assigned regional posts. Recommends revisions of current and planned activities, along with appropriate budget modifications, based on assessments of this information and suggests changes in current methods and practices as appropriate.
- Ensures timely response and/or support for all ESC, ESO, or TSO activities at the assigned regional posts. Coordinates the acquisition of personnel, systems, equipment, and funds required to meet the engineering objectives of the ESCs, ESOs, or TSOs at the assigned regional posts.
- Provides ESCs, ESOs, and TSOs at the assigned regional posts with interpretations of engineering policies and standards applicable to regional posts.
- Briefs/debriefs personnel being deployed to or returning from overseas assignments at the assigned regional posts.
Requirements:
- Knowledge of principles and practices in the following: (1) administration and organizational theory, (2) overseas engineering concepts, principles, and practices related to the Department mission, and (3) program management.
- Ability to learn and obtain knowledge of overseas engineering laws, regulations, and policies to ensure that overseas engineering programs operate in accordance with legal, regulatory, and policy requirements.
- Knowledge of engineering programs, operations, requirements, and issues at regional posts to provide advice, information, and assistance on a broad range of engineering matters to ESCs, ESOs, or TSOs and points of contacts in relevant regional bureaus and other USG agencies.
- Ability to interpret and apply guidance pertaining to regional posts to ensure maximum effectiveness in supporting the planning and execution of the operational aspects of the programs for which ESCs, ESOs, or TSOs are responsible.
- Ability to communicate effectively, both orally and in writing, to provide advice and assistance; interpret policies and procedures; prepare briefings and reports; participate in meetings; and solve problems.
- Minimum of Bachelor's degree and/or a combination of education and equivalent experience.
- Knowledge and experience in project planning and management.
- Ability to think critically, analyze, and apply solutions in regard to project planning and management.
- Knowledge and experience of civilian or military engineering offices and structures.
- Knowledge of computer hardware and software programs, which includes the current Microsoft
- Office and SharePoint applications.
- Must have a secret clearance
- Must be a U.S. Citizen
