Key Duties include but are not limited to:
- Stand-up and lead RQ Capability Integrated Program Management Office with common processes for all RQ IPTs
- Create a common PM framework and practices that are agile and adaptable to various RQ Integrated Program needs.
- Strategically synthesize capability requirements across the research, acquisition, and operational communities into a coherent and executable portfolio - reexamine portfolio as required due to changes in strategic picture Align IPTs with external stakeholders and RQ leadership for planning, execution, and reporting.
- Assist in assembling IPTs and obtaining resources (funding, personnel, infrastructure).
- Assist IPTs in engagement across RQ Divisions and AFRL Directorates
- Coordinate across IPTs and monitor execution
- Perform strategic portfolio management responsibilities for AFRL/RQ's Integrated Capabilities Portfolio with program and acquisition authority delegated by AFRL/RQ Director
- Advocate for potential future RQ Integrated Capabilities (though does not hold overall responsibility)
- Identify opportunities for continuous improvement of processes and structure

Required Qualifications
- Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower grade DR-02/GS-13, or equivalent in other pay systems. Specialized experience is experience with working/functional knowledge of program management and integrating S&T efforts across communities such as directorate, AFRL, AFLCMC and user community, divisions, academia and other S&T Research Laboratories.
- Ability to obtain and maintain a TOP SECRET, SCI security clearance.
- This is a drug testing designated position. The incumbent will be subject to random testing.
- Employee is required to submit an initial and annual OGE450 (Financial Disclosure) in accordance with the Joint Ethics Regulation.
Desired Qualifications
- Experience leading teams as program management.
- Minimum 10 years technical background and/or engineering experience working with Scientists and Engineers within DoD Acquisition Organizations such as AFRL and AFLCMC.
- Ability to work across organizational silos and collaborate closely with diverse stakeholders.
