HESS Manager

As the HESS Manager, you will be responsible for managing the safety and security functions of the Texas International Terminals facilities including all Maritime Transportation Security Act regulations, OSHA, and company policies.

Responsibilities:
  • Ensure employees are current in Health, Environmental, Safety and Security (HESS) topics.
  • Develop, distribute, review and revise safety and health policies and procedures to maintain compliance with state and federal requirements.
  • Keep regulatory documents/plans current and revise as needed to adapt to changes in operations.
  • Monitor operations in real-time to identify inefficiencies in safety and security and implement corrective actions.
  • Coordinate and help train the Emergency Response Team (ERT).
  • Recruit, train, and supervise staff, including security guards.
  • Conduct performance evaluations, provide feedback and coaching, and address employee issues or concerns as needed.
  • Maintain accurate records and documentation of safety procedures, incidents, and regulatory compliance activities.
  • Conduct regular safety inspections and audits, identify hazards, and implement safety measures to prevent accidents and injuries.
  • Help maintain a daily log of rail gate activities
  • Help develop and manage the HESS budget, including expenses for personnel, equipment, maintenance, and infrastructure improvements.

  • Monitor budget performance, identify variances, and implement cost-saving measures to achieve financial targets and maximize profitability.
  • Provide excellent customer service, address customer inquiries and concerns promptly, and maintain strong relationships with customers to ensure satisfaction and retention.
  • Be proactive in anticipating potential problems and taking corrective action to prevent disruptions to operations.

Qualifications and Education Requirements:
  • Must have or be able to obtain a TWIC card
  • Must possess and maintain a valid US driver's license
  • 5+ years of experience in managing safety and security personnel, preferably in the terminal/refinery industry
  • Strong leadership and management skills, with the ability to motivate and inspire teams to achieve operational excellence.
  • Excellent organizational, communication, and interpersonal skills, with the ability to interact effectively with employees, customers, and stakeholders.
  • Knowledge of regulatory requirements, safety standards, and industry best practices related to terminal operations.
  • Available 24/7 for emergency response and operational needs.
  • Must pass all pre-employment testing including a drug test, physical and background check.

Physical Demands:
  • Ability to walk, stand, and move around the terminal facility for extended periods.
  • Ability to lift and carry heavy objects weighing up to 20 pounds.
  • Standing, bending, kneeling, and working in confined spaces may be required.
  • Exposure to high temperatures, loud noises, and hazardous materials may occur in industrial environments.
  • Physical stamina and endurance to work in physically demanding conditions for extended periods.
