Lakeville Area Schools (Independent School District No. 194) is an award-winning school system located in the south metropolitan area of Minneapolis/St. Paul Minnesota. The district serves approximately 12,000 students in Lakeville, parts of Burnsville and Elko New Market, and portions of Eureka, Credit River and New Market Township. There are nine elementary schools, three middle schools and two high schools, an area learning center, an online school, Early Childhood programming, and lifelong learning opportunities through Community Education. Position Summary:
The Executive Director of Student Services reports to the Superintendent and directs the planning, development, organization, management, direction, and implementation of all aspects of Special Education and Student Services for the District including but not limited to social-emotional wellbeing, health services, special education, Title I, services for English learners, grant-funded programs, student discipline, and Section 504 compliance. Furthermore, the Executive Director ensures compliance with all laws, codes, and regulations related to Student Services; evaluates assigned personnel, and collaborates/provides support to administrative and professional staff in a manner that is consistent with the mission, vision, and priorities of the Lakeville Area School District.

Special Education and Related ServicesPlans, develops, and recommends budgets for special education/service programs. Administers and monitors approved budgets, revenues and expenditures for special services. Manages and supervises all district wide special services personnel Supervises and oversees the preparation and submission of various district, state and federal reports and applications pertaining to special education services, staffing, funding and assurances. Oversees the provision of special services: Provides guidance and support in compliance with state and federal law, including Section 504 of the Rehabilitation Act of 1973 and district 504 procedures. Student Services Collaborates with the Assistant Superintendent and Teaching and Learning Dept in the planning and implementation of services and supports to align with student needs and the District strategic plan. Provides leadership and support to student services staff in the areas of evidence-based academic instructional methods and social/behavioral interventions. Collects and disseminates information from research, validated practices, and professional resources to improve student services programs. Compiles and analyzes data from a wide variety of sources (e.g. staff, parents, district data systems, etc.) to identify strengths and opportunities for improvement, determine long-range and short-term goals and objectives; implement continuous improvement activities, and evaluate the effectiveness of programs and services. Develops proposals, new services, budgets, and grants to meet District goals. Coordinates activities/documentation to demonstrate district compliance with state and federal standards for all areas of responsibility. Prepares timely and concise reports and recommendations for the Superintendent and the Board of Education, including comprehensive financial and program data for all aspects of student services. Oversees the recruitment, interviewing, hiring, and training of District-level Student Services staff. Makes staffing recommendations for the student services department per district guidelines and budget requirements. Develops, implements, and monitors systems for budgeting, including estimated revenue and expenditures of local, state, and federal funds allocated to the district for Student Services programs Supervises, directs, and evaluates the work of assigned District leaders and office staff. Works collaboratively with other administrators to meet district strategic goals and ensure alignment of educational programs, services, and operations; encourages and maintains the cooperative involvement and support of parents/caregivers and the community. Responds to issues and problems of students and families; works with complainants, school principals, and other necessary staff to resolve conflicts. Supervises programs for homebound and hospitalized children in compliance with MN laws. Directs the District's compliance with the McKinney-Vento Homeless Assistance Act. School Safety Facilitates the implementation of the district's policies and procedures related to student bullying and harassment, and ensures that they are applied consistently across the district. Oversees School Resource Officer (SRO) program and supervises the district student safety, threat assessment, and crisis intervention team process. Executive Cabinet Serves as a member of the Superintendent's executive cabinet; attends Board of Education meetings and work sessions and district leadership meetings as directed by the Superintendent. Performs such other duties as may be assigned by the Superintendent and/or the Board of Education.
POSITION QUALIFICATIONS:Hold a Minnesota license as a Principal and/or a Director of Special Education Minimum of two years experience as a Director of Special Education or equivalent preferred Managerial skills including planning, budgeting, supervision, problem-solving, conflict resolution, and team collaboration Knowledge of the Multi-Tiered System of Support (MTSS) model and scientifically-based educational practices.
