GENERAL DESCRIPTION:
Program Administrators assist the Executive Director with administering specific grants or
programs assigned to the department. Work may include supervision of staff, building
relationships with component districts, support services, facility and operations, student and
family activities, budget oversight, agency collaboration, and community relations activities.
Program Administrators are antiracist leaders responsible for program vision,
administration, standards, monitoring, accountability, and reporting within the mission and
vision of the NWRESD and the specific assignment given by the supervisor.
These programs are implemented in accordance with ESD policies and procedures, Oregon
statutes and administrative rules, and federal laws and regulations. These programs must also
be consistent with and supportive of the instructional programs carried out in the local districts
in which the ESD is operating.

Multilingual and Migrant Education Program Administrator POSITION SPECIFICS:

This position will be based with the Instructional Services Department and will work collaboratively with our 20 component school districts in the NWRESD region. Candidates need to be fluent in Spanish and English to be able to meet the needs of the students and families we serve in our region.

We are seeking candidates with multilingual classroom teaching experience and instructional coaching experience with a deep understanding of the needs of English Language Learners, dual language instruction, and the American Indian/Alaska Native community.

NWRESD provides services to a broad and diverse community of learners and families across four counties and 20 school districts. This position will require the program administrator to travel to schools and districts throughout the four county region to provide supervision, instructional coaching, mentoring, and professional development.

The Multilingual and Migrant Education Program Administrator will support the following areas and functions for our Instructional Services Department:
Administrator and consortium lead for our Title III (ELL) programs
Administrator and consortium lead for the the Title I-C (Migrant Education) team
Support our component districts with Title VI (American Indian/Alaska Native) / Tribal History/Shared History (TH/SH) implementation
Collaborate with the Instructional Coaching Network and Teacher Mentor team to mentor and support teachers of English Language Learners (ELL) and Dual Language (DL) programs

Title III (ELL) Consortium Responsibilities

The NWRESD Title III consortium administrator is responsible for overseeing and coordinating the implementation of Title III programs, which are federally funded initiatives aimed at supporting English learners (ELs). The primary goals of Title III are to ensure that ELs attain English proficiency and meet the same academic content and achievement standards as their peers.

Specific duties of the Title III Consortium Administrator:
1. Program Coordination and Implementation:
  • Develop and implement effective instructional programs and services for ELs.
  • Ensure compliance with federal, state, and local regulations related to Title III.
  • Develop and manage Title III budget

2. Professional Development:
  • Provide training and support to teachers, administrators, and other staff on strategies for teaching ELs.
  • Organize workshops, seminars, and professional learning communities focused on best practices for EL instruction.

3. Data Collection and Analysis:
  • Collect and analyze data on EL student performance and program effectiveness.
  • Use data to inform instructional practices and program improvements.

4. Grant Management:
  • Manage Title III funds, including budget development and monitoring expenditures to ensure proper use of resources.
  • Prepare and submit required reports and documentation for compliance with funding requirements.

5. Collaboration and Communication:
  • Collaborate with school and district staff, families, and community organizations to support ELs.
  • Communicate with stakeholders about the goals, progress, and needs of Title III programs.

6. Resource Development:
  • Identify and develop resources and materials to support EL instruction and program goals.
  • Ensure that schools have access to appropriate instructional materials and technology for ELs.

7. Monitoring and Evaluation:
  • Monitor the implementation of EL programs across the consortium.
  • Conduct or assist with evaluations to assess program effectiveness and make recommendations for improvement.

8. Family and Community Engagement:
  • Foster strong partnerships with EL families and communities.
  • Provide resources and support to help families engage in their children's education and support their language development.


Title I-C (MEP) Consortium Responsibilities
The Title I-C administrator supervises the Migrant Ed Team and plays a crucial role in supporting the educational needs of migrant students.

Key responsibilities of a Title I-C Consortium Administrator:
1. Student Assessment and Instruction:
  • Coach and mentor teachers on best practices for assessing the academic needs of migrant students and developing individualized instructional plans.
  • Coach and mentor teachers on best practices for providing targeted instruction and intervention to address gaps in learning, particularly in reading, writing, and mathematics.

2. Curriculum Development:
  • Coach and mentor teachers on how to adapt and develop curriculum materials to meet the unique needs of migrant students.
  • Coach and mentor teachers on how to adapt and develop instructional strategies are culturally responsive and relevant.

3. Team Collaboration:
  • Supervise the migrant recruiter, family engagement specialist, and migrant school readiness specialist to ensure a cohesive approach to supporting migrant students and their families.
  • Lead team meetings to share information, plan activities, and coordinate services.

4. Teacher Support and Professional Development:
  • Provide training and support to classroom teachers on best practices for working with migrant students.
  • Share resources and strategies to enhance classroom instruction for migrant students.

5. Family Support:
  • Supervise the family engagement specialist to develop and implement strategies for involving migrant families in their children's education.
  • Provide information and resources to families to support their children's learning at home.

6. Community Outreach:
  • Partner with community organizations to provide additional support and resources to migrant families.
  • Organize and participate in community events to promote awareness of migrant education programs.

7. Program Implementation:
  • Manage the development and implementation of migrant education programs and services including the Title I-C budget.
  • Ensure that programs align with federal and state Title I-C requirements and goals.

8. Monitoring and Evaluation:
  • Supervise the MEP team with monitoring the progress of migrant students and evaluate the effectiveness of instructional programs and interventions.
  • Use data to inform instructional practices and make necessary adjustments to improve student outcomes.

9. Advocacy:
  • Advocate for the needs of migrant students within the agency and districts as well as the broader community.
  • Ensure that migrant students have access to all educational opportunities and support services available.

10. Compliance:
  • Ensure compliance with federal and state regulations related to the education of migrant students.
  • Supervise the MEP team with preparing and submitting required reports and documentation to demonstrate program effectiveness and compliance.

Title VI (American Indian/Alaska Native) / Tribal History/Shared History (TH/SH) Responsibilities:

The Title VI (American Indian/Alaska Native) / Tribal History/Shared History (TH/SH) focuses on
supporting the educational needs of American Indian and Alaska Native (AI/AN) students,
promoting the inclusion of tribal history and shared history in the curriculum, and fostering
cultural awareness and understanding.

Key responsibilities of the Title VI / TH/SH Lead:
1. Curriculum Development:
  • Coach and mentor teachers on how to align curriculum with state standards and the specific needs of AI/AN students.
2. Instructional Support
  • Coach and mentor teachers on how to use culturally responsive teaching strategies to engage AI/AN students and enhance their learning experiences.
3. Resource Development:
  • Create and distribute instructional materials and resources that highlight tribal history and shared history.
  • Ensure that these materials are accurate, culturally sensitive, and relevant to the students' backgrounds.
4. Teacher Training:
  • Provide professional development and training for teachers and staff on culturally responsive teaching practices and the integration of tribal history and shared history into the curriculum.
  • Offer workshops and seminars on the unique educational needs and cultural backgrounds of AI/AN students.
5. Support for Educators:
  • Assist teachers in developing lesson plans and classroom activities that incorporate AI/AN perspectives and content.
  • Serve as a resource for educators seeking to improve their understanding and teaching of AI/AN history and culture.
6. Family Involvement:
  • Work with AI/AN families to involve them in their children's education and the school community.
  • Provide resources and support to help families navigate the educational system and advocate for their children.
7. Community Partnerships:
  • Develop and maintain partnerships with local tribes, AI/AN organizations, and community groups.
  • Collaborate with these partners to enhance educational opportunities and support services for AI/AN students.
8. Student Advocacy:
  • Advocate for the needs and interests of AI/AN students within the school district and the broader community.
  • Ensure that AI/AN students have access to all educational programs, extracurricular activities, and support services.
9. Cultural Support:
  • Provide opportunities for AI/AN students to connect with their cultural heritage through school activities, programs, and events.
  • Support the development of AI/AN student groups and clubs that promote cultural pride and community.
10. Program Management:
  • Manage the Title VI program, ensuring compliance with federal and state regulations.
  • Develop and monitor program budgets, goals, and objectives.
11. Data Collection and Reporting:
  • Collect and analyze data on AI/AN student performance and program effectiveness.
  • Prepare and submit reports to demonstrate compliance and program outcomes to stakeholders and funding agencies.
12. Cultural Awareness:
  • Promote cultural competency and awareness among students, staff, and the school community.
  • Organize cultural events, presentations, and activities that celebrate AI/AN heritage and educate the broader community.
