The AFRL Munitions Directorate (AFRL/RW), seeks to hire a senior-level DR-0801-04 to serve as the RWS Test Lead and Government Flight Rep at Eglin AFB FL. in Valparaiso, Florida. As the Government Flight Representative (GFR), serves as a qualified US Government Civilian with the responsibility for aircraft operations conducted by AFRL military, civilian or commercial contractors using Department of Defense (DoD) or commercial aircraft, unmanned aerial vehicles, small unmanned aerial systems or similar systems. As the Government Ground Representative (GGR), serves as a qualified US Government civilian with the responsibility and oversight for ground test conduction and operations of munitions and munitions technologies such as fuzes, energetics, material properties, seekers/sensors, guidance, navigation and control technologies, as well munition target test assets. The ideal candidate will have expertise in developmental test and evaluation of ground and flight systems; proficiency in the development of test plans, test cards and other test planning processes and requirements including technical and safety review boards; and proven leadership, communications and experience in the context of weapon systems research and development test operations.

Position duties include, but are not limited to:
  • Advise leadership and test operations teams on test management policy requirements for flight, ground, laboratory, and to help leadership formulate local RW test management policy and procedures as needed.
  • Support technical and safety risk assessment processes (Technical Review Boards and Safety Review Boards) based upon their relevant experience, e.g., flight and ground test.
  • Provide RW leadership assurance that test activities are conforming to AFRL test management requirements and that test process performance is efficient and effective.
  • Assist RW leadership with training and educating the workforce on test management requirements, fundamentals, processes, and procedures.

Required Qualifications

  • U.S. Citizenship.
  • Must be able to obtain and maintain a Secret security clearance.
  • Must possess a professional science or engineering (S&E) degree from an accredited academic institution and provide transcripts when applying.

  • Must have at least one year of specialized experience at the DR-03/GS-14 or equivalent grade level. Individuals must have one year of specialized experience which includes mastery of advanced electronics engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment sufficient to apply experimental theories, principles, and concepts to project execution and advisory services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DR-DO-03 or GS-14 or equivalent).
  • This is a Non-Critical APDP position requiring Level 2 Practioner Certification in Engineering and Technical Management (N). The selectee must meet, or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.

Desired Qualifications

  • Highly desired to be a 'Rated' official and having knowledge or approval authority and responsibility for Federal Acquisition Regulation (FAR) 42.302 (a) 56; approval of contractor flights, procedures, crew members, and ensuring contractor compliance with applicable provisions of the contract and Defense Contract Management Agency (DCMA) INST 8210.1D.
  • Completion of Defense Acquisition University's (DAU) CMA 241V (Government Flight & Ground Representative (GFR/GGR) course or equivalent is highly desired and will be required timely once onboarded. Familiarity, knowledge and experience with additional applicable FARs/Defense Contract Acquisition Regulation Supplements (DFARS) (FAR 52.247-1, DFARS 228.379-2, DFARS 228.370-3 and DFARS [redacted]) - Civil Air Flight operations and mishap investigations and other Air Force Instructions (AFIs) or Air Force Research Laboratory instructions (AFRLIs) related to test execution and operations are desired.
  • An understanding and experience with Air Force and Department of Defense test methodologies and processes, as well as a thorough understanding of test range and airspace management and regulations is also highly desired.
