SUMMARY
Leads strategic IT initiatives and oversees the management of backend systems critical to the district's daily educational operations. Collaborates closely with administrators, technology staff, and vendors to ensure efficient project delivery and seamless integration of systems that support the district's educational mission.

Ability to read, analyze and interpret professional journals, technical procedures and instructional manuals. Ability to design and write professional development plans, reports and data entry procedures. Ability to effectively present professional development and training and respond to questions from groups of employees, administrators and organization members.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in units of measurement, using whole numbers, common fractions, and decimals. Ability to work with mathematical concepts such as probability and statistical inference and in the display and interpretation of data. Ability to apply basic concepts of statistical analysis, fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY
Ability to interpret and carry out instructions furnished in written, oral, diagram or schedule form. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Knowledge in the proper methods for development, implementation and control of financial resources and budgets. Knowledge of District computer applications and their utilization as related to specific tasks and responsibilities. Knowledge of effective training methods. Strong knowledge of modern telecommunication systems, specifically Microsoft Skype for Business. Knowledge of Student Information Systems, similar to PowerSchool. Strong knowledge of word processing, e-mail, spreadsheets, electronic file management, the internet, and reporting and presentation software.
Advanced management, organizational, human relations, communications and interpersonal skills. Ability to develop and maintain effective working relationships with District staff. Ability to plan, develop, administer, and monitor various technology training activities and programs within District policies, procedures and standards. Ability to use independent judgment and discretion in administering scope of authority. Ability to instruct others through explanation, demonstration and supervised practice, and/or make recommendations on the basis of technical disciplines. Ability to develop and maintain effective communications with District employees, immediate supervisor, media representatives, attorneys, and the general public. Ability to operate general office equipment such as a computer, calculator, copier, etc.

ESSENTIAL DUTIES AND RESPONSIBILITIES
- Leads IT projects from initiation to completion, including planning, execution, monitoring, and closure.
- Defines project scope, objectives, and deliverables in collaboration with all stakeholders.
- Develops detailed project plans and schedules, ensuring alignment with district goals and timelines.
- Manages the implementation, maintenance, and enhancement of backend systems such as student information systems (SIS), learning management systems (LMS), and data warehouses.
- Ensures the reliability, security, and scalability of backend infrastructure to support educational and administrative needs.
- Provides technical expertise and guidance to IT teams involved in system integration, database management, and backend development.
- Fosters a culture of innovation and continuous improvement in backend system operations and functionality.
- Collaborates with external vendors and contractors to procure services, negotiate contracts, and oversee service level agreements (SLAs).
- Evaluates vendor performance and ensure compliance with contractual obligations and district standards.
- Implements data governance policies and procedures to ensure the integrity, privacy, and security of district data.
- Monitors data backups, disaster recovery plans, and cybersecurity measures to mitigate risks and ensure compliance with regulations.
- Facilitates communication between technical teams, school administrators, teachers, and other stakeholders.
- Provides regular updates on project status, system improvements, and operational issues to district leadership.
- Develops training programs and materials for district staff on backend systems and IT tools.
- Provides technical support and troubleshooting assistance to resolve system issues and enhance user experience.
- May be required to drive a company or personal vehicle to perform certain job duties to any location within the District.
- Performs other related duties as assigned or requested.
- Bachelor's degree in Information Technology, Computer Science, or a related field (Master's degree preferred).
- Proven experience as an IT Project Manager and expertise in managing backend systems, preferably in the education sector.
- Strong knowledge of backend technologies, database management systems, and integration methodologies.
- Proficiency in project management methodologies (e.g., Agile, Waterfall) and IT governance frameworks.
- Excellent leadership, organizational, and communication skills with the ability to collaborate effectively across teams.
- Experience in vendor management, contract negotiation, and budget management.
- PMP or similar certification is a plus.
- Ability to prioritize tasks and manage multiple projects concurrently in a fast-paced environment.
- Willingness to travel between school sites within the district and attend off-hours meetings as needed.
