Position Description:
Network Runners, Inc. is seeking a Program Analyst - Workflow Administrator to review reports or associated correspondence packages for completeness, structure, content, and format; ensure sufficiency of product (i.e., that the product is responsive to the originating request); analyze information from a variety of acquisition and program sources; author, review, and edit documents and preparing reports in support of The Office of the Undersecretary of Defense Research & Engineering (OUSD R&E).
Duties & Responsibilities:
- Monitor the Correspondence and Task Management System (CATMS) database to ensure all taskers are handled appropriately and in a timely manner
- Ensure that senior leader decisions are clearly communicated via correspondence prepared for signature; determine the acceptability of documents based on composition, coordination, and logical analysis; monitor workload and precedence of tasks to direct prioritized changes to documents and routing based on rational well-founded priorities.
- Possess knowledge of the R&E organization and assigned office sufficient to knowledgably triage tasks for completion within defined suspense dates, and proactively track those actions for completion with the assigned office.
- Possess the ability to work under pressure, consistently meet deadlines, manage priorities, and handle sensitive information; interact with and manage a broad range of highly sensitive issues with the front offices of the Secretary of Defense, Deputy Secretary of Defense, the Military Departments, Joint Staff, Defense Agencies, Government Accountability Office (GAO), Office of Inspector General (IG), Combatant Commands, US and foreign industry, Office of Management and Budget (OMB) and Congress.
- Draft documents for review by senior leadership; compose correspondence and memoranda requiring independent judgment as to content; ensure correspondence accuracy, format, spelling and grammar; assemble enclosures, attachments, and other reference documentation before submission of the correspondence package to senior level decision makers for concurrence, approval, and signature; route correspondence in accordance with approved distribution codes or other designated routing lists; process incoming and outgoing correspondence, recommending format and content changes; maintain all correspondence control systems to reflect current task status at all times; prepare internal office correspondence; assisting in the control and accountability of classified documents stored within the office; ensure special handling of correspondence which may require expediting (i.e., letters addressed to the White House, Secretary of Defense, Deputy Secretary of Defense, Department of Justice, Federal Trade Commission and Congress); providing customer service to customers by telephone and in person; providing pickup and delivery of correspondence; preparing requests for building passes and site visit authorizations; processing incoming mail, facsimile and email; providing responses to public requests or calls for information and assistance.
- Maintain accountability of files and correspondence in the office, both in electronic and in paper form. The files should be readily accessible whenever the need arises to find historical documents. Order and maintain office supplies for continued business operations; maintain and/or report office equipment repairs as needed; collect and dispose of classified materials in accordance with destruction procedures and guidelines per DoDM 5200.01.
- Develop and maintain policies and standards to ensure records management programs comply with all applicable federal laws and agency regulations. Develop and support efforts to help R&E move to an electronic records management environment. Support R&E Records Officers and other records management stakeholders (e.g., R&E leadership, IT, Security, Legal, etc.) with operational and programmatic activities. Support internal training efforts as it relates to records management activities. Maintain awareness and knowledge of changes and developments within the records management industry Support agency and federal data request (e.g., National Archives and Records Administration (NARA), when applicable. Distribute incoming and outgoing unclassified and classified documents.
- Assist senior members of the staff overseeing all correspondence activities and statuses, including DoD directives and issuances germane to assigned office. Distribute incoming and outgoing unclassified and classified documents. Determine type of action required for incoming documents, to include identifying the responsible office for action, coordination, and/or assistance. Develop training presentations on correspondence and office automation. Track compliance with processes and procedures. Identify potential improvements to current processes. Monitor a customer service kiosk. Respond to requests from office staff, and external personnel, including inquiries regarding classified and unclassified correspondence, mail, taskers, and messages.
- In support of Government Accountability Office (GAO) and DoD Office of Inspector General (IG) inquiries and audits, assist with the receipt and designation of appropriate R&E Components as the primary action office (PAO) and collateral action offices (CAOs) to ensure appropriate representation of the views and interests of R&E and the Department for all incoming notices of new audits and actions for R&E. All incoming actions are tracked through the LCO GAO/IG .Net Application and CATMS. Records are created in both databases. CATMS records are assigned to the appropriate action office with tasking instructions, important background information, and templates. The LCO GAO/IG .Net Application is the R&E historical background reference for all R&E audits.
- Monitors and distributes information regarding GAO and IG activities with a view toward avoiding duplication and ensuring effective coordination and cooperation.
- Coordinates DoD replies to GAO reports; facilitates resolution of issues and authorizes release of responses to the GAO and Congress.
- Facilitates resolutions of disagreements among Principal Staff Assistants and Heads of DoD Components on issues with GAO and DoD OIG audits and reports, and as appropriate, elevates unresolved matters through the Inspector General to the Secretary of Defense or Deputy Secretary of Defense for decisions.
- Supports R&E leadership in the development of policy on working with and providing documentation to the GAO and DoD OIG.
- In support of Privacy and Civil Liberties
- Advise and assist in the management of the functions of the requirement of the DoD Privacy and Civil Liberties Programs for USD(R&E).
- Assist in the development of the appropriate administrative, physical, and technical safeguards and procedures are established for information systems that contain PII. c.
- Work with information management, information collection, information security, forms and publications management, records management, chief information officer, and attorney and legal advisor staffs
- Assisted and prepare for submission SORNs and exemption rules to the DPCLTD.
- Assist in the implementation of formal breach management policies and assist in the development of adequate training and awareness for employees and contractors on how to report and respond to breaches of PII.
- Assist in developing mechanisms for submitting privacy and civil liberties complaints or alleged violations, in accordance with DoD 5400.11-R.
- Requires a minimum of five (5) years' recent experience.
- Experience and skills in providing correspondence management and coordination management support is required. Preferred experience and skills in providing Executive Level Administrative Assistant support to Senior Executives in the Government, Military (DoD Flag / General Officers), or Private Sector.
- Experience in GAO, IG, or other similar and relevant inter-government investigation and reporting is highly desirable.
- Background in NARA is highly desirable.
- A bachelor's degree from an accredited college or university.
- At the discretion of the Government, a minimum of four (4) years of specialized experience including military or industry experience may be substituted in lieu of specific educational requirements, in addition to the minimum experience listed above.
