JOB TITLE: Specialist, English Language Arts (ELA)- School Improvement

REPORTS TO: Director, Literacy

DEFINITION: The primary role of the ELA specialist in state identified Comprehensive Support and Improvement (CSI) and Additional Targeted Support and Improvement (ATSI) Schools is to provide expertise, service, and support in English Language Arts and Literacy teaching and learning with a focus on instructional planning and delivery. Identify and operationalize evidence-based instructional practices to improve student outcomes. Work closely with Instructional Leadership Teams in making data-based decisions for instructional interventions. Support and collaborate with teachers in state identified CSI and ATSI Schools on the use of formative assessment strategies to monitor student support and implementation of specific interventions. Facilitate ongoing, job-embedded professional learning in state identified CSI and ATSI Schools on the use of evidence-based instructional practices and responsive instruction aligned to the Maryland College and Career Standards for English Language Arts. Ensures that K-8 ELA and Literacy instruction addresses and supports the system-wide goals and priorities identified in The Compass, The Teaching and Learning Framework, and the Four Domains for Rapid School Improvement Framework.

EXAMPLES OF ESSENTIAL DUTIES:
  • Facilitates professional learning in state identified CSI and ATSI Schools for school staff on the selection and operational use of evidence-based instructional practices.
  • Adapts curricular resources and instructional strategies in alignment to the Maryland College and Career Ready Standards for ELA to support student learning needs toward meeting school goals.
  • Provides coaching and support in the development of strategies to support rapid assessment and adjustment of instructional delivery based on the examination of student data and identification of student learning needs in state identified CSI and ATSI Schools.
  • Conducts regular school visits in state identified CSI and ATSI Schools to identify, implement, and provide professional learning around learning acceleration, intervention, and enrichment opportunities for all students in ELA and Literacy.
  • Meets regularly with school leadership teams in state identified CSI and ATSI Schools to review the implementation of evidence-based practices and provide support with monitoring student data and using identified student learning needs to make responsive instructional decisions.
  • Provides daily, consistent, ongoing support in state identified CSI and ATSI Schools to elementary and middle schools to guide the implementation of the English Language Arts curriculum.
  • Maintains a collaborative relationship with MSDE, community agencies, institutions of higher learning and other leaders in English Language Arts education that benefits schools and supports system priorities.
  • Provides parents, guardians, and community stakeholder groups in state identified CSI and ATSI Schools with information and strategies that can be implemented with children to enhance student learning.
  • Performs additional duties as assigned

MINIMUM QUALIFICATIONS:

Education, Training and Experience:
  • Graduation from an accredited college or university with a master's degree or master's equivalent in a field directly related to the assignment.
  • Five years of successful teaching experience in elementary and/or secondary English education, with progressive leadership responsibilities.

Licenses and Certificates:
  • Possession of or eligibility for a Maryland Advanced Professional Certificate with Elementary and/or Secondary English Language Arts endorsement.
  • Administrator I endorsement preferred.

Knowledge, Skills, and Abilities:
  • Knowledge of current research-based instructional practices.
  • Demonstration of skill, experience, content knowledge, and pedagogy in literacy and language arts instruction.
  • Demonstration of skill and experience in data analysis.
  • Demonstrated success in incorporating assessment requirements into classroom instruction.
  • Demonstration of experience in curriculum development and professional development.
  • Demonstration of strong leadership, organization, communication, and human relations skills.
  • Demonstration of strong knowledge and skill in computer/educational technology.

PHYSICAL AND ENVIRONMENTAL CONDITIONS:
The work of this class is generally sedentary and performed in an office and school environment. Work includes the operation of office equipment, including personal computers, and occasional limited physical activities.

SALARY: Grade 8 on the BCPS CASE 12-month pay scale $89,731 - $135,964.

This position is eligible for membership in the Maryland State Retirement System.

  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
