This position is located at Headquarters, Quantico, VA.Candidates selected for this position will serve as an Assistance Branch Head for Semper Fit/ WARR.

Major Duties

SUMMARY OF DUTIES: Serves as the Assistant Branch Head within the Semper Fit/Warrior Athlete Readiness and Resilience (MFS/WARR) Branch, Marine and Family Programs Division (MF) Manpower and Reserve Affairs Department (M&RA), Headquarters Marine Corps (HQMC). This position directly supports the Marine Corps Total Fitness (MCTF) efforts within the Semper Fit/WARR Branch and Marine and Family Division. Provides executive leadership for integrated, collaborative, modern, and progressive program delivery, education, resource management, infrastructure development, and policy design in the areas of Strength and Conditioning, Performance Nutrition and Food Science, Applied Mental Skills and Cognitive Performance, Aquatic Conditioning, Performance, and Recreation, Performance Science, Facilities, and Technology, Sports Medicine and Injury Management, Single Marine Programs, Marine Corps Sports, Athletics, and Recreation, Sleep and Performance Education, Mobile, Remote, and Virtual Capabilities, Spiritual Fitness Coaching, Experiential Learning Systems, Program Analytics, WARR/MCTF metrics and strategic planning, Functional Systems development and oversight, Resilience and Wellness, and Primary Prevention Integration for Marines and their families. Organizes and positions program capabilities to support the health, wellness, prevention, and performance of warfighters, while synchronously reinforcing family wellbeing, quality of life, and community connectedness. Develops standardized and systemic measures of effectiveness. Conducts analysis and assessment related to program needs, productivity, sustainment, and efficacy. Sets project goals and timelines. Guides acquisition, standardization, reconfiguration, repair, design, construction, and outfitting for equipment, technology, outdoor areas, and facilities. Collaborates with stake holders and strategic partners to create a seamless fabric and integrated network of support for Marines and families in the areas of physical, mental, spiritual, social, nutritional, sleep, and environmental fitness. Continuously works to modernize and integrate all aspects of health, wellness, prevention, and performance. This position works to improve the readiness, lethality, and resilience of the total force in all domains of fitness physical, mental, spiritual, and social.

Supervision

As an Assistant Branch Head, supervises full performance level NF-05, NF-04, and equivalent employees to include: assigning, distributing, evaluating work; coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, recommending and completing performance reviews, recommending and administering discipline, recommending and administering incentive awards, signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment, being alert to alcohol/drug abuse to take appropriate action.

May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours. May travel to complete work assignments, and conduct or attend training, conferences, and meetings.

This is a white-collar position where occasional lifting up to 20 lbs. may be required.

Qualifications

A bachelor's degree in physical education, exercise science, sports management, sports/performance psychology, human performance, or closely related field is required. A master's degree or higher in a closely related field preferred ANDfifteen years of experience that demonstrates diverse experience in executive leadership, strategic development, management of highly educated and driven professionals, systemic metrics and analytics, along with highly developed knowledge, skills, and abilities specific to the areas of oversight related to the Semper Fit and Warrior Athlete Readiness and Resilience (WARR) portfolio and systems required. Must possess executive level leadership experience relative to integrated program delivery, resource and talent management, infrastructure design, and policy development for holistic human performance programs and educational systems. Experience in serving on and leading executive councils, boards, and forums required. Experience mentoring and advising executive leadership is required. High School and/or Collegiate athletic administrative experience required. Experience in hiring and evaluating coaches and coaching staffs across multiple sports required. Collegiate coaching experience preferred. Collegiate, Olympic, and/or professional athletic playing experience preferred. Experience with policy and program development for holistic human performance / WARR / Marine Corps Total Fitness (MCTF) concepts and system structures. Experience with oversight for institutional-wide human performance and education program delivery. Experience working in, developing strategy for, and resourcing of military human performance, education, and athletic programs required. Experience working with general officers and senior enlisted personnel required. Experience working with executive leadership at the institutional level required. Demonstrated skill and experience in the evaluation and assessment of program needs and effectiveness. Demonstrated experience with institutional budget development. Experience working, communicating, and building consensus with elected and appointed government officials. Demonstrated experience with metric development and evaluation. Skill and experience in selecting, developing, coordinating, and supervising successful teams. Skill and experience with developing operational procedures and guidelines. Experience with institutional budget development and execution required.
