POSITION SUMMARY:
The Director of Schools leads the implementation of MnMTSS through equitable practices in the district and all school sites PreK-12. This role functions as a key member of the district staff and leads all efforts around a multi-tiered system of instruction, assessment, and intervention that is designed to help all students meet their achievement and behavior goals. The Director of Schools is responsible for overseeing the development and implementation of the overall MTSS program management, both academic, social emotional and behavior (with support of a student services and teaching and learning team), leadership of that MTSS team (student support, interventionists, ELL teachers, etc).

The Director of Schools works collaboratively with the Teaching and Learning Department to eliminate achievement and opportunity disparities for underserved students by establishing structures supportive of learning for all. The Director of Schools collaborates directly with the Directors of Teaching and Learning, Technology and the Assistant Superintendent, as well as the Student Services department to ensure proper alignment and integration of services preK-12 to improve student achievement and sense of belonging. The Director of Schools serves on the Superintendent's cabinet and supports the district mission and vision of success for all students.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
The essential functions of this position may include, but are not limited to, the following fundamental duties:
  • Leads the design, development, implementation and evaluation of districtwide and building MTSS.
  • Works effectively with teaching and learning and student services staff to support the continued development of predictable and equitable systems of support.
  • Supports and incorporates current SEL and equity work into planning processes.
  • Analyzes data including screening data, referral data, and qualitative data on implementation.
  • Ensures alignment of MTSS as the overall strategy to meet each school improvement plan.
  • Leads the work of the district teams to ensure a well planned implementation of MTSS (PreK-12).

  • District Leadership Responsibilities
  • Supports the implementation of the district's strategic plan.
  • Serves on the District Leadership Team and Principal Leadership Teams.
  • Collaborates with the Assistant Superintendent and Directors to support the work to move the district forward in its strategic direction.
  • Works directly with Principals, Assistant Principals/Deans, Coordinators, TOSAS, Learning Specialists and other district and building leadership.
  • Collaborates with district leadership to design and implement the district's School Improvement Plans.
  • Represents the district in metro and state-wide meetings.

  • MTSS Grant & Leadership
  • Attends all MDE MnMTSS Network Improvement Community meetings.
  • Attends district and school leadership team meetings.
  • Coaches principals and school leadership teams for continuous progress on district and school implementation plans based on the self-assessment (SEMI) tools and other systems data.
  • Facilitates the development of school district MnMTSS handbook and/or guidance materials.
  • Collaborates with district leadership and building principals and site leadership teams to problem-solve implementation challenges.
  • Monitors and coaches the review of data and data-based decision making by all teams.
  • Collaborates with district and school representatives to ensure grant requirements are met.
  • Collaborates with district leaders to intentionally plan for sustainability of the work at the end of the grant period (if position is funded by the grant).
  • Supports the work of the coordinators to research and coordinate the selection of instructional/program materials and resources associated with MTSS.
  • Supports the process for adopting instructional materials. Conducts program reviews, develops new programs and/or courses, and revises MTSS frameworks as needed.
  • Oversees and provides knowledge, guidance, coaching and support to building level administrators, general education teachers and Student Support Services staff on MTSS implementation. Communicate with identified stakeholders working on Student Support Teams, Data Teams, and Intervention Support Teams to implement the MTSS model.
  • Facilitates and monitors the implementation of district strategic plan, Teaching and Learning focus areas and supporting action plans and strategies.
  • Support District's stakeholders to achieve overall continuous improvement and guide instructional and program improvement.

  • Professional Development
  • Collaborates with district and school leaders to ensure all staff are provided professional development and coaching specific to their roles and responsibilities in implementing MnMTSS
  • Designs and conducts in-services to assist administration and staff in the development and implementation of MTSS and equitable practices with the team.
  • Works with the Teaching & Learning and Student Services teams to support professional development related to continuous improvement.

  • Data Analysis, Supervision and Reporting
  • Maintains knowledge of the district's online data reporting tools, and supports buildings with use.
  • Supports the MTSS Data Coordinator in the assessment reporting process related to MTSS, including preparation of annual reports, presentations to the School Board, presentations to building staffs, presentations to the community, and updates to the district website.
  • Works in cooperation with district leadership to assemble and facilitate (as needed) collaborative work groups that critically analyze and conduct evaluations of programs, processes and systems and develop recommendations for continuous improvement and change for MTSS.
  • Leads the development and implementation of district plans (A&I, American Indian & MTSS)
  • Supervises MTSS Coordinator, Equity Coordinator, American Indian Coordinator and DAC and Administrative Assistants for the department

  • ADDITIONAL DUTIES AND RESPONSIBILITIES:
  • Stays informed on latest research regarding assessment and grading practices, teaching and learning strategies, social, emotional and behavioral health and educational technology.
  • Attends Board meetings and completes reports for the Board of Education, as requested.

    POSITION QUALIFICATIONS:
  • Administrative license, Master's Degree in Education and minimum five years of teaching experience preferred
  • One to three years experience in assessment, data analysis, and data-informed decision making.
  • Experience with large scale project management and implementation
  • Experience with a variety of research methods including both quantitative and qualitative approaches
  • Excellent verbal, written and electronic communication skills required.
