FUNCTIONAL DESCRIPTION OF UNIT: The Director of Student Attendance is responsible for administration, coordination, and supervision of District programs that address student attendance. Serves also as liaison between school, home and community agencies to promote and enhance student attendance and adjustment to school routines. Conducts home visits to determine cause of student absences and truancy. Provides assistance to families and students to enhance school attendance. The Director will also lead projects designed to enhance student attendance. This position requires the ability to lead a team that provides outreach in a variety of environments. The Director works collaboratively with staff throughout the District to ensure that the needs of students and families are met.

ESSENTIAL RESPONSIBILITIES
  • Recruits, interviews, recommends, and supervises all District attendance activities and personnel and ensures attendance staff representation at Central Office. (12-month responsibility following Family Court calendar).
  • Meets with principals, counselors, teachers, and other staff members concerning student attendance data. Reviews student records to identify irregular attendance trends. Researches and / or traces student's change of home address or school.
  • Assures District compliance with state compulsory education laws and works with school attendance teams, parents, students, and agencies to resolve difficulties that adversely affect regular student school attendance and class participation.

  • Provides monthly professional development to school-based personnel with attendance oversight responsibility.
  • Reviews all schools required comprehensive attendance improvement plans and provides feedback as needed.
  • Works with Collaboratively with the Office of Accountability ensuring district is in compliance with attendance process and procedures
  • Audits in-district attendance-taking procedures at each school and alternative program so as to be sure personnel at each site:
    • know the whereabouts of students for safety and other reasons.
    • determine accurate average daily attendance for State aid reimbursements.
    • ensure compliance with compulsory education laws.
    • identify individual and group absence patterns-in order to provide programs and services to assist students in meeting higher academic standards.
  • Advocates on behalf of homeless children, youth and their families to remove barriers to securing in a timely manner a FREE APPROPRIATE PUBLIC EDUCATION.
  • Provides administrative liaison with appropriate administrators at the Monroe County Health Department for the development, implementation, coordination and evaluation of all School Health Services.

  • Serves as liaison to various committees focused on health and wellness.
  • Supports and facilitates activities of the Work Permit Clinic.
  • Assists and investigates student-related 504 cases and issues referred by the Office of Counsel.
  • Actively participates on the School Health Leadership Team.
  • Serves on all community advisory boards for Rochester City School District school-based health clinics.
  • Is primary contact for the Eastman Dental Center, Smilemobile Program and Youth Emergency Services.
  • Works cooperatively to develop and implement all health policies and procedures and is accountable for revisions, changes and dissemination.
  • Provides administrative liaison with the Department of Social Services and other community agencies to assure compliance with Child Protective laws for the protection of children.
  • Responds daily to individual and family concerns and questions pertaining to child abuse.
    • Monitors the District's CPS referral process.
  • Serves as liaison to the Children's Institute so as to coordinate and deliver the Primary Mental Health Project in selected elementary schools.
  • Maintains direct contact with consultants and school-based PMHP personnel in response to day-to-day matters across the system.
  • Addresses contractual issues and/or program concerns on a regular basis and seeks ways to expand services.
  • Performs additional duties as assigned by the Deputy Superintendent for Operations.
OTHER FUNCTIONS:
  • Assists in preparation of departmental reports and annual budget.
  • Plans and implements staff development programs.
  • Ensures that all necessary proposals and reports for funded projects are filed within appropriate timelines.
  • Updates "working" attendance manual annually.
  • Helps prepare "Opening of Schools" manual.
EDUCATION, EXPERIENCE, AND CERTIFICATION
Master's degree
Five (5) years of appropriate teaching and/or administrative experience
New York State Certification in Social Work or School Counselor
New York State Certification for School Administrator and Supervisor or School District Administrator
Must have a valid driver's license.
Required to secure provisional certification as an attendance teacher within two years of employment
