OVERVIEW
A key member of the leadership team, the Director Recycling Post-Collection Operations - Alberta acts as a hands-on participative Director to continuously improve the collection of residential blue box materials in Alberta. The incumbent will also guide CM's post-collection services procurement and implementation strategies, while supporting the delivery of post-collection services and managing relationships with service providers and end-markets. Other responsibilities include collaborating on innovation and technological improvements through material sampling and pilot projects with the National Operations team.
RESPONSIBILITIES
Operations Strategy
Support the development and implementation of a comprehensive operations strategy to deliver the overall objective of a cost-efficient residential blue box system that delivers to the provincial regulation, while working collaboratively with the provincial Managing Director and the Common Collection team.
Participate in the review and update of the annual operations strategy; or as tasked contribute to development of an annual or other business plan.
Assist in developing an operations risk management strategy which includes commercial and vendor risks.
Post-Collection Services Implementation | Objectives and KPIs
Manage, develop, and implement procurement of post collection system including receiving, consolidation and transfer (RCT) services and processing services.
Support CM's procurement processes including technical operational input into contracts, management of documents, management of questions, evaluation, and award of contracts.
Oversee the negotiation of service delivery by post collection facilities and extension and/or assignment of service provider contracts.
Identify, develop, and implement strategic alliances with down-stream processors and/or end-markets to increase value to CM's customers and to increase CM's cost competitiveness in coordination with the National Operations team.
Develop and implement processes to direct materials from CM's post-collection value chain to CM's customers' supply chains.
Oversee Post-Collection Services | Objectives and KPIs
Oversee the quality and timely delivery of post collection services.
Ensure quality management and continuous improvement systems are established to analyze and evaluate the effectiveness and efficiency of post collection services, including monitoring service providers' performance against contracted performance metrics.
Lead the interface between CM's post-collection service providers and customer's supply chains under CM customer agreements.
Actively identify opportunities for innovation, improvements in delivery standards, increased operational efficiencies, reduced residue, higher recovery rates, higher commodity revenues and more materials directed from CM's post-collection system to its customers.
Support Producer material access program requirements as needed.
Relationship Management | Objectives and KPIs
Monitor CM's relationships with key stakeholders within the post collection system, escalating issues to the VP, National Operations as appropriate.
Monitor CM's relationships with contracted service providers to identify and manage risks, anticipate, and resolve issues and manage disputes, escalating issues to the VP, National Operations as appropriate.
Management and Leadership | Objectives and KPIs
Oversee a team of contract managers and field services staff to ensure the effective fulfillment of objectives assigned to them while ensuring flexibility to move swiftly in response to unplanned operations challenges and opportunities.
Mentor, coach and effectively manage the performance of direct reports, ensuring succession planning strategies exist to mitigate service disruptions.
Lead team development and staffing levels by enthusiastically collaborating with HR support services.
Actively participate in the development of a well researched and planned annual operations budget to support forecasted operation activities and initiatives.
Prepare accurate, timely and data driven reports (i.e., field service activity) as tasked.
Publicly support strategic decision making and operations while acting as a positive and contributing member of the senior management team.
Collaborate with the National Operations team on areas of technology, innovation and continuous improvement through material sampling and equipment testing.
Special Projects | Objectives and KPIs
Other duties as may be required from time-to-time, including attendance at events, and third-party meetings as necessary.
Supervise, lead and support other special projects, as tasked to do so.
Special Projects are completed in agreed time periods and within budget.
QUALIFICATIONS
Education and Designation Requirements:
Bachelor's degree, college diploma or equivalent management experience in a related field is required.
Continuing education and professional development in project management is an asset.
Trained in the practical and advanced use of applicable software or related technological tools.

Experience Requirements:
- 10+ years progressive experience leading recycling collection systems including types, specifications, operating standards, performance metrics and performance outcomes.
- 10+ years demonstrated knowledge of post-collection residential recycling systems including primary and secondary processing, downstream processing, commodity markets, material and equipment specifications, operating standards and material audit specifications.
- Advanced knowledge of procurement processes gained through 10+ years hands on experience.
- 7+ years experience as the decision maker related to contract management and vendor relations.

WORKING CONDITIONS
- Working hours - Full-Time hours, of not less than 40 hours per work week, or as needed in the fulfillment of duties. Overtime exempt due to manager classification.
