Responsibilities:
- Guide the design and deployment of communication systems and network architecture, ensuring the implementation of MOW & EMD Engineering criteria.
- Coordinate with C&D design and resolve conflicts among planning, operating, and technical disciplines without compromising overall project goal, system integration, and integrity.
- Provide project management to integrate existing and new technology initiatives for C&SE, ensuring strategic requirements are cost-effective, practical, user-friendly, and maintainable.
- Develop and introduce innovative solutions, providing safety and mission-critical service-related technology enhancements.
- Ensure that systems and new advanced technology projects maximize enhancement, connectivity, integration, and maintainability.
- Work effectively with multiple peer groups in Engineering and Operations to develop systems with the functions needed by user groups.
- Represent MOW, DOS, and NYCT on technical and management panels and committees Direct the planning and integration of NYCT systems with other regional transit systems, MTA, and region-wide information communication and control systems.
- Coordinate communication systems infrastructure with adjacent projects to ensure seamless integration.
- Manage the process to develop strategic requirements for new and advanced technology initiatives and projects.
- Direct the development, enhancement, and piloting of advanced transportation systems projects, ensuring compliance with local and regional system architecture and standards.
- Manage, train, and develop personnel to effectively carry out the functions of C&SE.
- Utilize extensive engineering and management skills to translate user requirements into project functional requirements.
- Understand transit operations and maintenance and be an independent decision-maker with great initiative and knowledge of NYCT Communication Systems.
- Review, recommend, and develop Guidelines, Instructions, Policy, Procedures, changes, and alternate strategies to increase C&SE personnel performance, efficiency, and effectiveness.
Desired Skills:
- Must be knowledgeable about NYCT communication systems, including data cabling, fiber optics, radio (PRMS(UHF)/RTO(VHF)), data/communication systems, networks (COE/ATM/SONET/PSLAN), CCTV, public address systems, electronic customer information signs, fire alarm systems, intrusion access control security systems, time clocks/synchronization, emergency alarm systems, analog/VoIP telephone systems, PBX, intercom systems, protected power, remote monitoring systems, system designs, system testing, DOS facility network designs, and various other legacy systems unique to NYCT.
- Substantial experience leading large-scale system contracts is preferred.
- Proven ability to collaborate with a broad range of stakeholders.
- Must be knowledgeable about the applicable industry and NYS building and design codes, and NYCT standards and design guidelines, policies, and procedures.
- Significant experience tackling large-scale engineering issues for major construction projects or projects with highly complex systems is preferred.
- Excellent communication and interpersonal skills.
- Must possess excellent team building, listening, problem-solving, and prioritization skills.
- Demonstrated ability to work with all internal levels within an MTA organization and communicate effectively with key internal and/or external stakeholders.
- Demonstrated ability to communicate and interact well with external agencies.

- Demonstrated analytical capabilities and quantitative skills.
- Strong managerial skills to effectively direct a staff of professional and technical employees in implementing short- and long-term goals

Education and Experience:
- Bachelor's Degree in: Computer Science, Electrical Engineering, Business Administration, or Public Administration.
- Minimum of 12 years of related experience.
- Minimum of 7 years in a managerial/supervisory position.
- Registered NYS Licensed Professional Engineer (PE) preferred
