ABOUT THE ROLE
The Financial Reporting and Operational Accounting Section oversees the preparation and generation of agency financial reports, as well as the management of operational accounting functions such as the indirect cost allocation plan, single audit, accounts payable, accounts receivable, and payroll across MTC, ABAG, and associated entities.
The Accounts Payable Manager role operates under the general guidance of the Assistant Finance Director. Duties of the Accounts Payable Manager include, but are not limited to:

An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:
Education: A Bachelor's degree in accounting, finance, public or business administration, or a related field, including a minimum of 24 semester-hours in accounting (a Master's degree is highly desirable); Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.
Experience: Seven years of increasingly complex and diverse professional accounting work experience, two years of which having full supervisory responsibility for two or more major accounting functions, including the equivalent of two years as an Accountant/Auditor III for MTC.
PREFERRED QUALIFICATIONS
Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

The Accounts Payable Manager role operates under the general guidance of the Assistant Finance Director. Duties of the Accounts Payable Manager include, but are not limited to:
- a variety of professional level accounting duties involved in preparing, maintaining, recording, verifying, and reconciling complex financial transactions;
- maintains the accuracy of MTC's ledgers and subsidiary financial systems;
- assists in the annual audit, and year end closing;
- Processes Accounts Payable and/or Accounts Receivable invoices, verifies authorization signature, and balances weekly totals. Verifies accuracy of invoices and related supporting documents;
- Reviews, prints, and processes warrant requisitions. Ensure accounts are coded correctly and recorded;
- Acts as liaison between MTC and its vendors/customers. Obtains information from vendors/customers regarding statements and invoices. Provides information regarding payments and related issues. Research questions and resolves problems;
- working in coordination and collaboration with other departments to ensure the legitimacy of the transactions;
- preparing and reviewing monthly federal and state grant billing;
- Perform financial transactions including processing or transferring payments, refunding credit amounts or deposits, adjusting charges and/or deposits, reversing payments, issuing refunds, and adjusting service fees;
- Processes monthly journal entries. Reviews and distributes aging reports;
- support the payroll function.
- May train other accounting and office personnel regarding accounting procedures.
QUALIFICATIONS
KNOWLEDGE, SKILLS, & ABILITIESThe ideal candidate will possess the following knowledge, skills, and abilities:
Knowledge of:
- Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and Financial Accounting Standards Board (FASB).
- Best practices of governmental fund accounting and reporting.
- Federal and state grant rules, regulations, and reporting requirements, including OMB Super Circular 2CFR Part 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards).
- Accounts receivable, accounts payable, billing, and payroll accounting and timekeeping procedures.
- Understanding of the function, capability, application, and operation of computer-based financial accounting systems.
- Strong problem-solving skills.
- Knowledgeable in methods and techniques of supervision, training, and motivation.
- Strategize and arrange work tasks efficiently, adeptly handling multiple responsibilities.
- Employ critical and analytical thinking skills.

- Experience in Accounts Payable management, Accounts Receivable and Grant Billing, Payroll and governmental fund accounting is highly desirable.

- Public Employees Retirement System (PERS); employee contributes a portion of gross salary on a pre-tax basis.
- MTC is subject to California Pension Reform and as of January 1, 2013 will offer two pension plans. The plan employee will receive will be based on the individual's historical pension plan membership. HR will discuss this directly with all final candidates.
- Health Benefits Insurance through the Public Employees' Retirement System (premiums are shared between agency and employee).
- Agency-paid Dental Insurance (dependent coverage shared by the employee and MTC).
- Agency-paid Vision Care Insurance, employees only (dependent coverage is paid in full by employee).

- Eleven paid holidays per year.
- One day per month paid vacation leave; for each year of service, an additional day per year is granted to a maximum of 25 days per year.
