Introduction
The Division of Energy, Housing, and Community Resources (DEHCR), is seeking a passionate leader to serve as the Community Development Block Grant Bureau Director. DEHCR develops housing policy and offers a broad range of program assistance and funds to address homelessness and support affordable housing, public infrastructure, and economic development opportunities. The Division partners with local governments and service providers, non-profit agencies, housing authorities, and developers. In addition, DEHCR administers the statewide program to assist eligible households by providing electric and heating bill payment assistance, as well as benefits and services to assist with energy crisis situations. This position is located at the Department of Administration (DOA) building in the heart of downtown Madison near the State Capitol. This vibrant area is home to many nearby restaurants and shopping venues as well as Madison's notable farmer's markets and food carts. It is also close to the University of Wisconsin and is easily accessible by both the Madison Metro Bus route and the Capital City bike path.

Position Summary
Under the general supervision of the Deputy Administrator this position exercises managerial authority over the Community Development Block Grant (CDBG) program. The primary responsibilities of this position are to: A) oversee the administration of the Division's Community Development Block Grant (CDBG) programs. These programs include: Economic Development, Planning, Public Facility, and Public Facilities-Economic Development and housing CDBG programs; B) serve as an advisor to the Administrator concerning CDBG policy and management issues; C) manage and coordinate monitoring and reporting functions to assure compliance with applicable regulations including oversight of the CDBG program; D) manage and direct the activities of bureau staff; including; underwriting, contract development, management, and compliance monitoring, coordinating with DOAS fiscal bureau controls for set-ups, draws and fiscal management of contracts, ensure compliance with Davis Bacon, Section 3, MBE/WBE, and labor standards compiling the information for timely report submission. E) organize and coordinate the bureau's technical assistance, resource development, program development, training, advocacy, and evaluation activities; F) manage and implement additional funded activities such as CDBG-CV and DR, Wisconsin Homeowners Assistance Program and the Capital Projects Fund and other duties as assigned.
The division is comprised of four bureaus and operates close to thirty different programs. DEHCR manages large complex web-based computer systems that are the backbone of the state's program operations.

Salary Information
Starting hourly rate for this position will be $46.00 - $53.00 per hour depending on qualifications and experience, plus excellent benefits. This position in this classification (Admin Manager) is assigned to pay schedule/range 81-01. A 2-year executive trial period may be required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
Job Details
Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.
This position will have the option of working remotely upon agreement of the supervisor but may be asked to come into the office periodically. This schedule may change based on operational needs and organizational requirements.

Qualifications
Qualified applicants will have the following:
- Experience developing, implementing, and overseeing federal grant programs
- Experience with Public, Private, and/or Business relationship management (e.g. working with federal, state funding entities, customers and businesses for inter-governmental or private activities, acting as point of contact, business liaison, or similar)
- Experience with policy development/implementation (e.g. providing input on policy recommendations to individuals or organizations, implementing policies and procedures for an organization, interpreting policies and procedures to advise managers, or similar)
- Experience monitoring, evaluating, and providing technical assistance for federal grant programs
- Experience with personnel supervision and management
- Experience with federal grant programs, and experience in the public sector specifically managing CDBG grant programs.
- Experience interpreting federal and/or state laws and regulations relative to grant funded programs.
- Experience utilizing Microsoft Office products (Outlook, Excel, & Word), federal reporting systems such as IDIS, sage, fed connect, etc.
