Description:
Washington County's Department of Land Use & Transportation is seeking a Planning and Development Services Manager who is a strategic, motivational leader with a passion for excellence and who is dedicated to making a difference both in the workplace and in our community.
The Position
The Planning and Development Services Division includes 100 employees across four sections: Community Planning, Transportation Planning, Current Planning, and Building Services.
Community Planning and Transportation Planning work closely together to prepare and periodically update County planning documents and ordinances, manage planning projects, take part in countywide, regional, state and federal land use and transportation planning and policy efforts, assist cities with planning of lands added to the regional Urban Growth Boundary (UGB) and supply economic and demographic analyses to county departments and outside agencies.
Current Planning reviews all land development requests in unincorporated Washington County to assure compliance with all applicable plans and the Community Development Code. Washington County has a large urban unincorporated population and a large rural area so these planners specialize in both urban and rural planning.
Building Services is a full-service building program, supplying plan review, permit issuance and inspections for all phases of construction on commercial and residential properties in unincorporated Washington County and for several smaller cities in the county that do not have their own building staff.
This is a hybrid position eligible to work remotely 1-2 days per week.

MINIMUM QUALIFICATIONS
1. Master's Degree in the field of civil engineering, architecture, urban and regional planning, economics, transportation, public administration, business administration and/or closely related field; AND six (6) years of progressively responsible experience in a large complex transportation, planning, land use, or building program which includes a minimum of four (4) years of supervisory or management experience. OR
2. Bachelor's Degree in the field of civil engineering, architecture, urban and regional planning, economics, transportation, public administration, business administration and/or closely related field; AND eight (8) years of progressively responsible experience in a large, complex transportation, planning, land use, or building program which includes a minimum of four (4) years of supervisory or management experience. OR
3. Associate's Degree in the field of civil engineering, architecture, urban and regional planning, economics, transportation, public administration, business administration, management, and/or a closely related field; AND ten (10) years of progressively responsible experience in a large, complex transportation, planning, land use, or building program which includes a minimum of four (4) years of supervisory or management experience.

- American Institute of Certified Planners (AICP) certification preferred.
