Position Description

The USAID Administrator provides overall direction to the Agency in its administration of the U.S. foreign economic assistance programs and the appropriations made available for such purposes under the Foreign Assistance Act of 1961, as amended. This position performs under the Action Alliance for Preventing Sexual Misconduct (AAPSM) Coordinator and participates as a member of the Office of the Administrator's support team.

The Action Alliance for Preventing Sexual Misconduct (AAPSM) is an intra-agency initiative at USAID focused on creating a more respectful, safe, and inclusive environment in USAID's workplace and programs where sexual misconduct is not to be tolerated. The AAPSM sits within the Office of the Administrator at USAID, and reports directly to the Deputy Administrator. The AAPSM is responsible for coordinating across a multitude of USAID stakeholders in order to advance USAID's zero policy for sexual misconduct.

Scope of Work:

The Program Analyst will be assigned routine tasks with a focus on increasing the incumbent's understanding of the AAPSM tasks and procedures, particularly around USAID's prevention and response efforts related to sexual misconduct and workplace violence,; the priority issues and programs assigned to his/her portfolio, and building necessary political acumen to effectively communicate and work on behalf of the USAID Front Office. The work accomplished is done in close consultation with higher-grade specialists and under the direct, and daily management of the AAPSM Coordinator.

Work Schedule: Full-time/Onsight (5 days a week)

Location: Washington D.C.
Starting Salary Range: This is a temporary position (up to 6 months). The annual salary range for this role would be $78,592 - $86,044.81 if it were a permanent position. The salary for this temporary role will be prorated based on the period of performance. (Starting salary determined based on candidate's knowledge, skills, experience, and education, in addition to budget availability.)

Clearance Required: Able to obtain a secret level clearance (US citizenship required).

Start Date: Approximately October 2024

Responsibilities
Reviews, analyzes, and prepares documents that cover diverse and complex administrative, policy, business process, and legal issues, while providing recommendations to guide strategic engagement on preventing and addressing sexual misconduct and workplace violence using a people-centered and trauma-informed approach;
Drafts standard operating procedures, policy, and other guidance, as well as makes business process recommendations for strengthening the Agency's sexual misconduct and workplace violence response, including processes around coordination between Agency stakeholders, harm mitigation and impacted person support, change and behavior management, , reporting, response, and analysis;
Researches, plans, analyzes, and organizes relevant technical and/or statistical information related to sexual misconduct and workplace violence, and develops data for use in briefings, publications, reports, and forecasts trends;
Consolidates and evaluates incoming data and information related to USAID's efforts to prevent and address sexual misconduct and workplace violence , ensuring that the necessary follow-up actions have been initiated;
Supports the process of responding to internal and external requests by working with bureaus and independent Offices to gather relevant documents, develop tracking systems, and review documents;
. Prepares briefing materials and a wide array of communications products, including talking points, website content, social media and blog posts, for senior official use and general staff consumption, and provides recommendations for strategic action;
Maintains administrative planning and information tracking systems and assists in the design and maintenance of spreadsheets and databases to support these systems;
Maintains program files and tracks activities to ensure compliance with schedules and deadlines;
Participates in all relevant technical and managerial meetings to assist in management duties;
Schedules regular and ad hoc meetings, which includes reserving conference rooms or other appropriate facilities, preparing agendas, notifying participants, tracking responses, and assembling background and information materials;
Collects and arranges distribution of material to Missions, Bureaus, and Independent Offices; and
Performs other duties as assigned.

USAID Assumptions and Constraints:
Support may be required outside of core hours.
Ability to telework will be based on the office staffing requirements.

Qualifications
Bachelor's Degree with three (3) years of relevant experience or High School Diploma with seven (7) years of relevant experience;
Proficiency in the use of Google Applications and Microsoft Office Suite (Word, Excel, PowerPoint);
Ability to establish and maintain effective working relationships and interact with people at all management and support levels;
Excellent written and verbal skills in English. The ability to read, analyze, and interpret policy documents, reports, and correspondence;
Ability to work in a fast-paced environment with competing and and shifting priorities;
Ability to efficiently multitask and prioritize workload accordingly;
Demonstrated skill in performing research and ability to initiate independently and complete a wide range of administrative projects;
U.S. citizen eligible to obtain a secret level security clearance.
