SUMMARY

This classification assists the Director of Purchasing in managing costs in high value and complex contracts for technical/professional consultants and/or construction projects. The Purchasing Program Manager provides guidance and training that helps ensure compliance with executive policies and procedures pertaining to construction and consulting contracts, and in maximizing utilization of local and diversity inclusion in projects. The Purchasing Program Manager Officer assists District stakeholders in understanding the role, complications, and issues of project and contract management.

ESSENTIAL DUTIES AND RESPONSIBILITIES

(Incumbent performs a majority of the following duties)

  • Develop general and specific guidelines and recommendations for professional staff for all departments on construction planning, negotiation, evaluation, and modification of technical and cost issues to ensure clear and cost-effective consulting and construction contracts.
  • Provide general oversight and in-depth analysis of procurement documents, consultant proposals, cost/price analysis and negotiation of high value/high profile contracts including significant amendments and change orders.
  • Minimize costs to the District by monitoring significant rises in consultant hourly rates, errors in cost estimates, and duplication of efforts.
  • Identify potential and existing issues with project scope, terms, deliverables and costs before a contract, amendment or change order is signed.
  • Oversee the compliance of District Community Inclusion Program guidelines, and procedures. Provide leadership, training, and support for all departments in Diversity Inclusion for procurement of construction, consulting and goods and services..
  • Recommend processes that improve the effectiveness and efficiency of construction projects and contract administration, including diversity inclusion for other departments and agencies. Supervise cost/price analysis.
  • Work with Purchasing Director on programmatic improvement and diversity inclusion initiatives policies, procedures, processes, and practices that respond to new conditions, laws, codes, and/or budget/staff adjustments.

QUALIFICATIONS

Requirements
  • Must be a U.S. citizen or have the legal right to work in the U.S.


Verifications
  • Must pass Federal and Ohio Bureau of Criminal Identification and Investigation background check in accordance with Ohio Administrative Code Section 3301-83-06

Licensing/Certification Requirements
  • Project/Program Management Certification and/or coursework desirable.
  • Bachelors degree preferred


Knowledge/Skills
  • Knowledge of the principles and practices of office administration and supervision.
  • Skill in managing high value/high profile construction and project management contracts, including consulting contracts
  • Skill in developing process and procedure improvement, and project budget development.
  • Skill in identifying and resolving potential and existing issues with project scopes, terms, deliverables, and cost formulas for contracts, amendments, and change orders.
  • Skill in developing project management manuals.
  • Knowledge of principles of customer service and continuous quality improvement.
  • Knowledge of of principles of economic inclusion in construction, goods and services contracting.
  • Communications skills (oral and written). Skill in communicating technical information to a diverse audience.
  • Project management skills, including developing scope, schedule and budget, and principles of managing projects through to completion.
