The 711 Human Performance Wing (HPW) advances human performance in air, space, and cyberspace through research, education, and consultation. The Wing supports the most critical Air Force resource - the operational military forces. The Product Development Branch of the 711th Human Performance Wing within the Air Force Research Laboratory (711HPW/RHBA) is looking for an outstanding professional to fill the DO-1101-02, Acquisition Program Manager position, in support of solutions in the Advanced Technology Development Area (6.3) and Airman Biosciences Congressional Interest Items.

Desired Qualifications
1. Educational Background:
BS or BA in business or technical discipline
2. Experience:
Tracking and presenting cost, schedule, and performance metrics in multiple formats
Strong public speaking skills to communicate across IPT structure and to leadership
Experience problem-solving with novel programmatic issues
Experience communicating programmatic status to external stakeholders.
3. Skills and Competencies:
Proven experience in managing complex research projects within a scientific or technical environment.
Strong analytical, organizational, and leadership skills.
Excellent communication abilities, both written and verbal, with proficiency in drafting technical documents and presenting research findings.
Ability to collaborate effectively across multidisciplinary teams and build strategic partnerships.

Position Duties include; but are not limited to:
- Oversee funds management and contracting actions for the assigned research program
- Interface with and brief internal research team leads and section/branch/division leadership
- Interface with and brief external organizations that provide goods and services to USAF
- Facilitate the defining of engineering and scientific research plans in support of the Air Force Medical Service strategic goals
- Apply program management principles to research areas and loosely defined requirements where no precedent currently exists
- Provide clear communication of scientific research concepts to non-scientific stakeholders
- Communicate program management status to technical and administrative leaders in the branch/division
- Leverage functional support of Contracting (PK), Financial Management (FM), Logistics (LG), and Security

Required Qualifications
- This position may be filled as a 5-year Flexible Length and Renewable Term Technical Appointment (new government hires, current government term employees, etc.) with the option to later convert to a permanent appointment.
- United States Citizens
- Males must be registered for Selective Service, see www.sss.gov
- This position is Critical Sensitive (Top Secret/SCI) position. Applicants must possess at least a Secret Clearance and be eligible for and maintain a Top-Secret/SCI Clearance.
- This is a Testing Designated Position. The incumbent may be subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- This position may require travel.
- This is an Acquisition Professional Development Program (APDP) position and requires a Level 2 certificate (Practitioner). The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
- SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or 52 weeks of specialized experience at the next lower grade of position being advertised, or equivalent in other pay systems.
