FUNCTIONAL DESCRIPTION OF UNIT: The ESOL/ENL Director provides instructional leadership to English as a New Language (ENL) Programs and Community Supports. The ESOL/ENL Director is an integral member of the Multilingual Department whose main function is to:
- Provide leadership in the development and implementation of District standards for ENL and Home Language Support (HLS) Programs for English Language Learners (ELLs).
- Provide schools with the professional development and support necessary to prepare all Pre-K-12 staff and students to meet New York State standards and achieve at high levels.
- Provide instructional and curricular support to District's elementary, middle, high school ENL and HLS Programs for ELLs.
- Provide program evaluation and data analysis on current ENL and HLS instructional programs to set target goals, program improvements, trainings, curriculum/assessment alignment, and meet all necessary New York State requirements for reporting.
- Provide guidance and work collaboratively with the District's Placement Center to ensure placement of ELLs in appropriate programs.
- Provide guidance and support to ELL parents and students to improve success in graduation rates; as well as, working collaboratively with the Multilingual Council to build strong community relationships with parents groups.
- Provides leadership to the development of District content and performance standards and curricula for ENL and HLS programs that reflect current research as well as State and National guidelines.
- Coordinates District elementary, middle and high school for ENLand HLS programs.
- Assists in the evaluation and selection of instructional materials.
- Works in conjunction with designated Central Office, building staff, and the community to implement the recommendations of the program evaluations.
- Collaborates with designated Central Office staff and building administrators to improve the instructional program.
- Interprets philosophy, aims and standards of District ENL and HLS programs.
- Collaborates with the Executive Director in developing policies related to ENL and HLS programs.
- Collaborates with the Executive Director in coordinating professional development program for all teachers working with ELL students.
- Works in conjunction with Human Resources in the selection of ENL personnel.
- Works in conjunction with the community to facilitate communication to the broader community on efforts of programs.
- Meets with the Multilingual Parent Advisory Council, attends meetings, provides administrative assistance, and District responses to parent's concerns.
- Collaborates with the Executive Director in designing and develops proposals that will secure state and federal funding to support local efforts on behalf of ELL students.
- Works in conjunction with the District Placement Office to ensure appropriate placement of ELL students.
- Works collaboratively with the Supervisor of the Placement Office to assure compliance with NYS Commissioner Regulation Part # 154 in the identification, assessment, and placement of all ELL subgroups.
- Other duties as assigned by the Executive Director of the Multilingual Department.
- Master's degree.
- Five (5) years of appropriate ENL teaching experience or related field.
- Three (3) years of appropriate administrative experience (preferred) or three (3) years as a Lead teacher/Mentor experience.
- New York State Certification for School District Leader or School District Administrator.
- TESOL Certification or Bilingual Extension
