ABOUT THE POSITION
The County of Riverside's Human Resources Department has a unique opportunity for an Ambulatory Primary Care Physician - CE with the working title of Occupational Health Physician. The Ambulatory Primary Care Physician - CE reports to an appropriate manager-level position and is responsible for managing and overseeing the health and safety of County employees. Incumbents work closely with Physician Assistants and/or Nurse Practitioners in conducting pre-employment medical screenings of new hires, periodic health assessments, fitness-for-duty evaluations, managing return-to-work programs, and diagnosing and treating work-related injuries and illnesses.
Incumbents must have Board Eligibility or Board Certification in their specialty and may serve as the County's Medical Review Officer (MRO) for drug screening results. Incumbents may be required to assist in directing the work or providing instruction to medical students, residents, interns, nurse practitioners, physician assistants, as well as other physicians.
Employees in a Confidential designated class are defined by Section 3.b. of the Employee Relations Resolution, as "any employee who may be privy to the decision-making process of County management affecting employee relations" and are only authorized for use within the departments of Executive Office, Clerk of the Board, County Counsel, and Human Resources.

EXAMPLES OF ESSENTIAL DUTIES
Conduct medical examinations for patients; diagnose medical conditions; screen for and provide resources as needed for social determinates of health; order diagnostic testing.
Develop, implement and oversee occupational health programs and policies to ensure compliance with federal, state and local health and safety regulations, including OSHA standards.
Act as a resource to Nurse Practitioners and Physician Assistants in the group.
Demonstrate professionalism in all actions, including interpersonal skills, as well as compliance with County Human Resources policies and organizational objectives, including organizational mission and values.
Provide guidance on occupational health issues such as exposure to hazardous substances.
Consult with members of other agencies concerning problems related to the operation of occupational health programs.
Act as the primary consultant to staff regarding the medical aspects of the occupational health programs; review occupational health programs to ensure compliance with state policies and regulations.
Instruct Registered Nurses and other medical staff in the care and treatment of patients; determine necessity for referral and refer persons requiring special diagnostic procedures or treatment to appropriate sources.
Develop and implement wellness programs and conduct health education and training sessions on topics such as stress management, smoking cessation and injury prevention.
MINIMUM QUALIFICATIONS
Experience: Successful completion of a residency training program accredited by the Accreditation council for Graduate Medical Education (ACGME) or by the American Osteopathic Associate (AOA) and Board Eligibility or Certification in that medical specialty. Must become Board Certified before Board Eligibility expires per the American Board of Medical Specialists (ABMS) regulations.
Knowledge of: The principles and practices of modern medicine and its application, techniques, procedures, and equipment.
Ability to: Instruct residents, interns, nurse practitioners, physician assistants, and students in a designated specialized medical service; prepare comprehensive and concise records; conduct medical examinations; diagnose medical conditions; prescribe treatment and medications; analyze and interpret public health data; administer the medical component of public health programs; maintain effective relationships with staff and patients.

License/Certificate: Possession of a valid Physician's and Surgeon's License issued by the State of California without restrictions and a valid Drug Enforcement Agency registration.
Certification as a Medical Review Officer (MRO) for the federal DOT testing program is preferred but not required.
Federal Motor Carrier Safety Administration (FMCSA) medical examiner certification is preferred but not required.
