Description
Under the general direction of the SIU SOM Associate Provost for Finance and Administration, this position serves as the administrative leader for the SIU School of Medicine (SOM) & SIU Medicine Information Technology Department and provides leadership to develop a center of excellence for information technology (IT) in medical education, clinical care, biomedical research, and community health. The Executive Director of Information Technology leads the development of a unified information system for the organization and transformation of information systems to achieve SIU Medicine's business goals and leading towards a customer-centric organization. The Executive Director of Information Technology is responsible for overseeing the strategic vision, development, implementation, administration, finances, and support of all information systems and workforce. Included are technology infrastructure; voice communications; clinical, business, education, and research data service systems, applications; system security, disaster recovery and information innovation initiatives. Additionally, this position is responsible for IT governance, and the IT strategic plan.

Administration and Technology Leadership- 100%
Create a vision and infrastructure for the information technology office, working closely with the Associate Provost and other senior leaders of SOM and SIU Medicine in understanding the vision and strategic plan of the organization and providing a balanced perspective on the ability to integrate mission fulfillment, strategic direction, and financial viability objectives. Directs all administrative operations of the information technology team. Establish and coordinate the organizational structure and deployment of technical and non-technical (end-user support) resources necessary to support the acquisition, development, and use of information technology resources to further innovation throughout SIU SOM and SIU Medicine. Direct the effective and creative use of information technology and the institution's resources for greater organizational effectiveness and advancement of patient-centered care, clinical care, education, research, and community service. Work closely with teaching hospitals; other community health care providers, and regional health systems to meet the mission of the medical school and its partners and to assist in determining and developing the appropriate level of integration that further develops excellent patient care services and population health management; such as, utilizing advanced electronic methods of patient care and communication, including electronic medical records, health information exchange, telemedicine, virtual consultations, and social media. Assume responsibility for recommending priorities to executive leadership and guiding the executive team to appropriate information technology decisions. Will work to standardize systems and share services when it is applicable with SIU Carbondale's Information Technology department. Direct the development and implementation of global security policy, standards, guidelines and procedures to ensure ongoing maintenance of the School of Medicine's and SIU Medicine's security posture. Information protection responsibilities include but are not limited to security architecture, systems and applications security and standards, incident prevention, network access and monitoring and employee education and awareness.
G. Ensuring compliance to various regulations such as FERPA, HIPAA, GLBA, FTC regulations, PCI and more.
H. Establish effective priority setting processes for major projects and allocation of resources for business, clinical, academic, and research management.
I. Lead the development of the overall information architecture and integration of systems, processes, and technology. Provides leadership and direction in disaster recovery preparation and recovery.
J. Anticipate industry direction and translate to needed systems and techniques. Advise the Associate Provost and other leadership on federal and state legislation or policy related to information systems, data, security or other technology related trends.
K. Direct the analysis of institution-wide and individual department or program needs for identification and evaluation of potential information management or process change solution options.
L. Develop strategies and tactical plans for programs and projects. Estimate and plan human and financial resources.
M. Develop, maintain, and coordinate information requests, interpretation, and dissemination.
N. Encourage and emphasize effective project management approaches and skills development.
O. Develop appropriate policies and procedures to ensure system and regulatory compliance and the effective utilization of physical and financial resources.
P. Serve as the primary resource for major hardware, software, and communications acquisition and investment decisions utilizing economies of scale in commodity purchases in collaboration with SIU Carbondale and the SIU System.
Q. Actively participate in the organization's operating and capital budget development and monitoring processes.
R. Assume control of major capital expenditures once allocated.
S. Build and support effective, productive, and action-oriented multidisciplinary teams to support information management, technology, and innovation projects and programs. Build and nurture an environment which rewards learning, creativity, risk taking, ownership, and innovation.
T. Develop and support programs that encourage and facilitate understanding, enthusiasm, and effective utilization of information systems and technology by end-users.
U. Foster an environment where information assets and resources are valued and protected throughout the institution.
Qualifications
1. Master's Degree in Business, Computer Science or Information Systems preferred or Bachelor's Degree in Business, Computer Science or Information Systems with fifteen years' experience with healthcare information or higher education technology systems.

3. Excellent professional demeanor with proven ability to build and manage relationships.
4. Demonstrated superior skill in communication, collaboration, organization, financial and personnel management, and project management.
