CONDITIONS OF EMPLOYMENT:
Persons appointed to this classification are designated as Essential-As-Needed Personnel and are required to work when schools and/or offices are closed during adverse weather conditions or any other emergency when contacted and directed to do so.
Persons appointed to this class may be required to work beyond their normally scheduled hours with little or no advanced notice. Work may include evenings and weekends as required.
FLSA: Exempt
SALARY: Grade 05 on the BCPS OPE 12 Month payscale $75,403 - $118,908.
Eligible for the Baltimore County Employees' Retirement System.

EXAMPLES OF DUTIES:
- Exercises independent discretion and judgment in reviewing, analyzing, applying, processing and authorizing payroll related matters.
- Works collaboratively with the payroll supervisors to interpret policies and procedures and serves as a back-up to the supervisors in their absence.
- Prepares payroll calendars and schedules each fiscal year for distribution.
- Participates and collaborates with others related to payroll system upgrades and implementations to include attending meetings, participating in discussions regarding configuration of systems, and implementation planning.
- Processes supplemental pay adjustments for payroll representative. Reviews regular and supplemental payroll run controls for accuracy. Provides backup to the Payroll Associate responsible for banking and supplemental payroll.
- Prepares and submits automated clearing house (ACH) and check request from the weekly payroll for processing through the Office of Accounting to meet strict deadlines imposed by banking requirements.
- Analyzes State and County Retirement reports for accuracy. Reviews adjustments made by the payroll representatives.
- Serves as the liaison with retirement agencies and responds and resolves related issues.
- Prepares and submits weekly transmittals for unions and exports files to the appropriate vendors.
- Updates new union members and responds to questions or concerns received from union offices. Maintains knowledge of bargaining unit master agreements. Serve as liaison with union representatives.
- Authorizes automatic remittance for taxes and retirement deductions using employer portals to meet strict deadlines.
- Reconciles garnishment checks/reports and prepares for mailing.
- Prepares and reconciles quarterly and yearly tax reports and responds and resolves issues in a timely manner.
- Serves as webmaster for the Office of Payroll and ensures that the information on the webpage is accurate and compliant.
- Serves as the records retention liaison in the office to adhere to the BCPS policies.
- Collaborates with supervisors to prepare, reconcile, and respond to needed corrections of the annual W2's.
- Files required annual reports and year end reports. Prepares deduction and leave accrual schedules.
- Creates and maintains system tables in payroll applications (e.g., CGI and UKG Ready). Creates and maintains new pay and leave events as needed.
- Provides guidance to Human Resources regarding payroll status related to new hires, employees, and separated employees.
- Prepares written reports, presentations, and recommendations on variety of payroll matters related to BCPS policies and procedures.
- Represents the Office of Payroll at vendor meetings and other system-wide departmental meetings. Prepare and conduct training.
- Serves as a lead and coordinates the work of support staff in the office.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Education, Training, and Experience:
- Graduation from an accredited college or university with a bachelor's degree in a related field.
- Three years of progressively responsible experience in payroll practices, procedures, and interpretation and application of regulation and compliance matters.
- Experience with CGI and other automated payroll and time and attendance systems preferred.

The fee charged for fingerprinting is $109. An identification card will be issued which must be shown prior to employment.
