NATURE OF WORK:
Directs and supervises daily accounting operations. This includes supervising accounts payable, auditing, cash/investments, maintaining the integrity of the financial system, and preparing the Annual Comprehensive Financial Report (ACFR) and other reports collaboratively with accounting staff. This position will also manage the annual and single audit and oversee preparation of the monthly financial reports for the city-wide funds assuring that accurate, timely financial information is available. This position reports to the Chief Financial Officer.

ESSENTIAL FUNCTIONS (Specific assignment will include some or all of the following):
  • Supervises Accounting staff, ensuring compliance with Generally Accepted Accounting Principles (GAAP) including maintenance of internal controls and administration of the General Ledger and sub-ledgers.
  • Directs the preparation of the ACFR which annually receives GFOA Certificate of Achievement for Excellence in financial reporting. Leads year-end closing process and develops annual audit schedule for accounting staff and conducts a review of anticipated accounting issues with outside auditors.
  • Develops annual pension reports, treasurer's report, single audit report, and other statutorily required reports.
  • Prepares account analyses, schedules, and individual fund financial statements.
  • Discusses material items with Chief Financial Officer to resolve reporting problems in accordance with GAAP and City operations.
  • Contributes to the execution of banking and investment management procedures, including bank reconciliation, investment maintenance, fund transfers, and related filing and record keeping.
  • Assist with the development, implementation, and maintenance of effective internal controls and procedures to ensure accuracy, integrity, and security of financial transactions and data.
  • Consults with accounting staff on many daily accounting issues including general ledger maintenance, as required.
  • Coordinates with other Finance Department staff across Budget, Purchasing, Revenue Collection, Payroll, and Accounts Payable/Receivable to address problems and discrepancies within the General Ledger and subledgers.
  • Provides technical advice and/or financial data upon request of other departments.
  • Maintains/updates chart of accounts as needed.
  • Approves and posts journal entries, accruals, adjustments, and corrections, as necessary.
  • Continuously reviews policies and procedures in relation to newly emerging accounting issues and generally accepted accounting standards as published by GASB and other authoritative bodies.


MINIMUM REQUIREMENTS OF WORK:
  • Must possess a Bachelor's degree from an accredited college or university in Accounting, Finance or substantially similar area and must possess three (3) or more years of government accounting experience. Work experience as an accountant in a municipal environment with fund accounting is preferred.
  • Certified Public Accountant, Certified Public Finance Officer, or master's degree in finance, Accounting, Public or Business Administration preferred.

Knowledge, Skills and Abilities:
  • Ability to apply principles of logic to define problems, collect data, establish facts, and draw valid conclusions
  • Ability to read and understand financial reports
  • Ability to prepare work assignments, summaries, and reports.
  • Considerable knowledge of and ability to use Microsoft Office Software including Word and Excel
  • Excellent oral, written and interpersonal communication skills in dealing with individuals and groups at all levels.
  • Self motivated, disciplined, organized, and reliable.
  • Innovative, creative, resourceful, and independent thinking.


PHYSICAL REQUIREMENTS OF WORK:
Work is primarily sedentary, occasionally using 5-10 pounds of force to lift, carry or otherwise move objects normally found in an office setting.

The employee is subject to normal inside environmental conditions.

SUPERVISION:
This position reports to the Chief Financial Officer and is responsible for the general operations and direction of all accounting and auditing functions. Guidance is provided via the City Code, City financial policies (e.g., budget policy), state statutes, the General Accounting Standards Board (GASB), GAAP and other related governmental or other agencies. The employee must work independently, within the overall framework and policies set by the Chief Financial Officer. The employee is responsible for prioritizing work tasks, and for identifying and utilizing the appropriate resources to reach the desired goal. The Accounting Manager works closely with other department officials in order to achieve goals and objectives of the City in financial matters. Performance is reviewed through observation, completion of projects, status reports, conferences, and on-going communication with the Chief Financial Officer. Work is formally evaluated at least annually, with respect to financial expertise, achievement of goals and objectives, problem-solving ability, analytic skills, communication skills, presentation skills, and performance in accordance with this classification standard.
