Job Description

Serves as a leader in CTtransit's Planning & Scheduling Department maintaining department specific hardware and software, and analyzing and reporting on department performance. Oversees system National Transit Database submissions.

Examples of Duties

  • Manage the upkeep of Planning & Schedule Department hardware and software systems such as Trapeze FX. Also responsible for General Transit Feed Specification (GTFS - static and real-time) exporting, troubleshooting, and making available for the public and for use by outside parties.
  • Provide Level 1 and 2 tech support for all planning & scheduling software and hardware tools.
  • Develops and updates department key performance indicators (KPIs).
  • Responsible for collection, analysis, and reporting of National Transit Database related data across the agency. Will work cooperatively other departments to collect accurate data and meet strict deadlines.
  • May be responsible for creating dashboards, reports, and so forth using relevant software/programming languages in concert with Operations Technology and Operations Performance Departments.
  • Assists department directors and managers in collecting data required for long-range and short-range planning including utilizing existing databases, creating new databases, conducting in-person surveys, etc.
  • Assists in monitoring overall planning and scheduling performance against safety, reliability, and customer service goals. Evaluates policies, procedures, and work processes to ensure safe, reliable, customer-focused and cost-effective service.
  • Perform administrative related duties as assigned.
  • Conducts research studies and collects data for department directors. Prepares reports, presentations, and correspondence as assigned.
  • Assists department directors and managers in policy and procedure development and implementation, maintenance of data bases, assisting other departments/divisions with various projects, respond to information inquiries from various parties, preparing for and conducting public meetings,
  • Assists in managing problems and emergencies involving any department or divisions.
  • Coordinates and schedules meetings with staff, consultants, and external partners as needed.
  • Using available tools to develop data reports as needed.
  • Serve as liaison for requests for planning data for external and internal inquiries.
  • Prepare and process daily and weekly reports for planning performance.
  • Ensure adequate data quality of processed data.
  • Prepare statistical/analytical reports as required.
  • Work cooperatively with all levels of personnel.
  • Attends in-service training, seminars or other opportunities for professional development as made available by the Agency. Provides training for Agency personnel as required. Actively participates in staff meetings, trainings, etc.
  • Has thorough working knowledge of Agency policies and procedures, and collective bargaining agreements.
  • Coaches, mentors, trains, and manages subordinate employees including issuing disciplinary action.
  • Will participate in the interview process, and the selection process for new positions.
  • Must be able to work outside of normal business hours and on regular days off as required.
  • Other duties and responsibilities as assigned.

  • Qualifications

  • Minimum possession of a bachelor's degree in urban planning, business, mathematics, statistics, analytics, information technology or a closely related field, and five (5) years of relevant work experience is required.
  • An equivalent combination of education and work experience on a year-for-year basis can be substituted for the 4-year degree requirement.
  • A minimum of 2 years of leadership experience is required.
  • Excellent time, attendance and work performance record required.
  • Experience with Microsoft Power BI, other analytics software/language, Excel pivot tables is required.
  • Experience with transit planning software such as Trapeze FX or Hastus strongly preferred. Knowledge of GIS software preferred.
  • Ability to collect, analyze, and report on complex data, and solve practical problems and deal with a variety of variables in situations where only limited standardization exists is required.
  • Knowledge of National Transit Database reporting strongly preferred.
  • Knowledge of public transit operations, policies and procedures and regulations strongly preferred.
  • Excellent written and verbal communication skills, interpersonal skills, tact and diplomacy required.
  • Ability to work in a fast-paced environment, to multitask, manage multiple employees, ability to conduct training when necessary is required.
  • Advanced knowledge of Microsoft Excel, Word, Outlook, and PowerPoint required. The ability to quickly learn new software programs is required.
  • Must be able to handle confidential information.
  • The ability to prioritize projects and to work both independently and in a team environment.
  • Valid Driver's License is required. May be required to travel in the course of their daily work.
  • The ability to work nights and weekends as needed due to operational needs.
