Job Title: Manager Contract Oversight, Safety & Training
Manager Contract Oversight of Safety & Training will be responsible for the day-to-day oversight of the safety and training function for Light Rail contract properties, HBLR and RL.The Contract Oversight Manager will review and oversee all Contractor safety and training programs to ensure compliance and efficacy to contract and applicable regulatory requirements, related schedules, and procedures/protocols.
Roles and Responsibilities
- Responsible for overseeing all aspects of occupational, operational and system safety for the Light Rail Contract properties, to ensure compliance and alignment with regulatory requirements and practices as recommended by the governing entities for Light Rail; (OSS, NJDOT, FTA, FRA APTA).
- Recommends and conducts hazard analysis of critical systems for LRT systems and provides as-needed recommendation for any mitigations.
- Supervises environmental, safety and health activities for HBLR and RiverLINE systems.
- Coordinates LRT system safety activities with the NJT Office of System Safety, NJDOT State Oversight Authority and APTA to demonstrate compliance.
- Oversees the implementation of system safety activities during system design integrating NFPA, ADA, OSHA and other applicable requirements into the build, start-up/activation, integrated testing, commissioning and operation and maintenance activities.
- Performs regular field safety inspections to verify conformance of field installations with design specifications and design.
- Attends internal system safety audits and performs audits of contractor activities on-site to verify compliance with FTA, SOA, applicable ISO and/or contractual requirements.
- Oversees the development and implementation of the emergency preparedness and response plans for LRT to ensure applicable uniformity with protocols associated with the management, response, threat, and vulnerability aspects of the overall O&M.Oversees the preparation of system safety and related plans and supporting documents for LRT operations.
- Attends system safety meetings with LRT senior staff; works closely with the Manager of Training to help in the development of lesson plans. Attends regular fire/life safety meetings with emergency responders; attends/participates in all emergency response exercises.
- Oversees the development of corrective action plans to address unsafe conditions.
- Supports contractors in the investigative and analyses process for transportation incidents/accidents/events.
- Takes part in all Safety Meetings/Discussions presented by oversight entities such as the NJ TRANSIT OSS, FTA, FRA and NJDOT.
- Serves as a member of the Configuration Change Committee.The Contract Oversight Manager will also aid with the coordination of first responder training as well as the conduct of emergency preparedness exercises.
- Performs additional duties/responsibilities as assigned
Education, Experience and Qualifications:
- Minimum: Baccalaureate Degree or equivalent education plus 6-years of applied experience in rail operations
- Preferred: Baccalaureate Degree in Engineering, Occupational or Industrial Safety, Construction Management, Training or similar field of study is preferred.
- A minimum of five (5) years of experience in System Safety or a minimum of five (5) years applied experience in system safety related activities for all phases of light rail and/or rail systems, which include training, design, construction, start-up, operations and maintenance, and quality assurance in a Rail operating environment.
- Two years of closely related experience in rail operations can be substituted for each of the minimum years (4) of education required.
Knowledge and Skills:
- Essential: Knowledge of FTA, FRA, NJDOT State Safety Oversight requirements for Fixed Guideway Transit Systems. Excellent computer software skills and ability to use MS Office Suite.
Certificates, Licenses, Registrations Working Environment
- Transportation Safety Institute (TSI) training to include
- Transit Safety & Security Program (TSSP) Rail and Bus preferred
- World Safety Organization (WSO) Certification
