Nature of Work
This is a high-level managerial position responsible for assisting with directing, planning and implementing the projects and programs of the City's Office of Capital Improvements, including the City of Miami bond issuances. The incumbent is responsible for assisting with providing technical advice, managing and supervising a team of engineers and other technical, professional, paraprofessional and clerical support personnel; and attending meetings and conferences as the Director's representative on matters related to the Office of Capital Improvements and various bond programs. This position reports to the Director or his/her designee.
Essential Functions
Responsibilities include: managing and evaluating the City's Office of Capital Improvements (OCI) employing existing and deploying new program management and integrated systems; developing and maintaining the City Capital Construction Plan; prioritizing capital projects and assisting with managing, monitoring and evaluating projects and project processes at each phase of planning, design, scheduling and construction through the project's completion and updating project data in the OCI automated database; assisting clients in identifying capital requirements and coordinating the technical aspects of projects with other City departments, public and private entities and City vendors; administering the periodic Construction Review and Sync Panel (CRSP) to assess and gain project approval through alignment with budget cycle and development plans; preparing reports and project updates for the Director or higher-level administrators; providing leadership and assisting with administering the resources necessary to maximize the department's output and develop high quality, cost-effective, and on-time projects in a variety of areas such as Public Safety, Parks and Recreation, Streets and Drainage, Quality of Life Infrastructure Improvements, and Historic Preservation Initiatives; coordinating the activities of the Community Outreach and Engagement Team to ensure prompt and accurate communications, as well as the overall program visibility to stakeholders and the general public; assisting with developing procedures and implementing policies for the efficient operation of the programs; assisting with developing and monitoring the programs budget and managing cost controls; assisting with administrative and financial responsibilities involving the capital budgetary processes of the City; assisting with the preparation of the departmental budget; administering daily supervisory functions over project management staff; ensuring contractual procedures are followed and maintained; assisting with managing and directing staff in the day-to-day operation of the programs; developing and maintaining relationships with local, state, and federal agencies and organizations; and performing other duties as required.
Minimum Requirements
Bachelor's degree in Architecture, Engineering, Construction Management, Industrial Engineering, Business Administration or a closely related field and extensive ten (10) years responsible program management, industrial engineering, engineering, architectural or infrastructure experience, preferably in the government sector. Thorough five (5) years supervisory and management experience is also required.
A Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however prior to appointment a State of Florida Driver's License (Class E or higher) must be presented to the Department of Human Resources and must be maintained valid through employment.

An equivalent combination of education and experience beyond a bachelor's degree in an aforementioned or a closely related field.
