Job Title: Interim Director of Transportation and Purchasing

Reports to: Assistant Superintendent for Business Services

Terms and Conditions: 12-month position

FLSA Status: Exempt

Salary: Base salary range $95,000-120,000 based on qualifications and experience; excellent benefits package.

Position Summary:

Provide leadership, general and specific direction to purchasing and transportation services of the District in an efficient, cost effective manner with primary focus on the needs of the people served and cost savings for the district.

Essential Responsibilities:
  • Maintain purchasing procedures that meet the requirements of state law, school board policy and sound business practices.
  • Develop and update the purchasing procedures manual to assist all district personnel in purchasing policies and procedures.
  • Direct purchasing with district departments to assure cost effective, timely procurement and delivery of all orders.
  • Development of Bid specifications, cooperatively with the using department, that are descriptive of the materials or services desired and are sufficiently broad to promote competitive bidding.
  • Post legal notice of Bids and Request for Proposals, accept bids, open bids. Award bid contract in cooperation with district department staff.
  • Review vendor contracts with legal counsel with the assistance of the Assistant Superintendent for Business Services
  • l. Negotiate required changes to contract wording.
  • Create/print purchase orders, order items and mail purchase orders.
  • Direct, in consultation with district staff, lease and purchase agreements.
  • Direct the approval of district vendors and maintain the vendor database.
  • Develop and administer district standards, in cooperation with district personnel, for commonly used supplies and equipment, which include but are not limited to: Furniture, copiers, office equipment, paper, printing, office supplies, vehicles, athletic wear, and services.
  • Conduct in-service sessions as needed for those district staff responsible for department ordering.
  • Ensure that receipts of orders are properly recorded, distributed to the purchaser, and equipment is properly tagged for the fixed asset system.
  • Make certain all fixed asset purchases are properly documented and included in the district fixed asset inventory system.
  • Make certain all transfers or disposal of equipment are properly recorded in the Fixed Asset system.
  • Participate in the annual audit and physical inventory of fixed assets.
  • Attend and personally take part in local, regional and state organizations and conferences as related the purchasing and transportation function, as approved by the Assistant Superintendent for Business Services and as governed by District policy.
  • Supervise and evaluate fiscal clerks.
  • Supervise, evaluate, train and schedule school bus aides.
  • Manage school vehicle fleet including scheduled maintenance.
  • Purchase school district vehicle fleet.
  • Assists the Assistant Superintendent for Business Services l in negotiations of bus company contracts. Monitors contract compliance. Communicates with District legal counsel concerning contract disputes. Assists Assistant Superintendent for Business Services in resolution of contract issues.
  • Directs activity and field trip bus routes between the District and Bus Company and prepares all required schedules.
  • Serves as a liaison/problem solver between school personnel and the bus company regarding field trips, activity trips and special education student transportation issues.
  • Identifies and negotiates fuel resources and rates. Reviews billing for compliance.
  • Reviews monthly transportation billing from bus companies to verify proper billing and rates.
  • Attends local, regional and state organizations and conferences as related the transportation function, as approved by the Assistant Superintendent for Business Services and as governed by District policy.
  • Monitors State, local and federal laws regarding purchasing and transportation, advise the Chief School Business Official accordingly, implement required compliance.
  • Performs other duties as assigned.

  • Qualifications:
  • Bachelor degree in accounting or business administration
  • Experience in the transportation and/or purchasing department, preferably in a high school
  • Knowledge of accounting principles and practices.
  • Knowledge of the Illinois School Bus Permit process.
  • Knowledge of office practices, procedures, methods, and equipment.
  • Knowledge of financial accounting software.
  • Knowledge and experience with Windows, Word, Excel, Google Suiteweb based applications.
  • Ability to perform a variety of detailed work accurately, and to initiate and maintain necessary follow-up.
  • Ability to understand state bid requirements and to implement those requirements.
  • Ability to perform original work in defining purchasing policies and procedures and to implement and monitor those same policies and procedures.
  • Ability to communicate effectively and to establish and maintain effective working relationships with officials, employees and outside contacts.
  • Ability to in-directly supervise the work of others and to devise and deliver training.

  • Physical Skills and Demands:

    Standing, sitting, lifting, carrying, reaching,talking, hearing, near visual acuity required. On-site presence is required.

    Environmental Conditions:

    Typical office setting without windows.
