Job Summary
The Community Engagement Manager, Planned Projects works with internal and external partners to develop and implement communication and outreach programs for planned projects and policies impacting Metro's customers and stakeholders. The incumbent is responsible for implementing and ensuring compliance of the Metro's Public Participation Plan (PPP). The Community Engagement Manager, Planned Projects will be assigned to one or more project areas, such as construction and infrastructure projects or policy, fare and service changes.

Minimum Qualifications
Education
- Bachelor's degree in communications, public relations, public affairs, business, planning or related discipline
Preferred
- Bilingual skills a plus
- Preferable experience in a large service organization setting
- Experience communicating with the public about construction projects and/or public policy issues.
Certification/Licensure
- Possession of a valid Driver's License
Experience
- Minimum of six (6) years of experience in communications project management

ESSENTIAL FUNCTIONS
- Develops professional reports and presentations that target Metro's stakeholders and customer communities, meets federal reporting requirements, and keeps the Metro Board of Directors informed of activities. Writes, edits, reviews and produces high-quality public communications materials.
- Develops and implements communications and outreach plans. Develops timelines, identifies internal and external stakeholders and prepares core messaging documents. Coordinates research and outreach efforts to include development of targeted, multi-media communication tactics and materials.
- Collaborates with internal partners, including capital project teams, rail and bus operations staff, government relations, media relations, marketing, research and customer service as the subject matter expert, regarding planned projects and policies impacting Metro customers.
- Serves as a Metro ambassador and represents the Authority by giving presentations, building stakeholder relationships, distributing surveys and facilitating other community outreach responsibilities at various events.
- Creates task orders and scopes of work for the procurement process, manage deadlines and budget, review invoices, coordinate outreach staff and logistics, and complete other tasks as required to implement robust communications and outreach plans in compliance with Metro's Public Participation Plan and internal business controls.
- Works with department point-of-contact, project managers and other staff to confirm Title VI and WMATA Compact Compliance and to ensure all materials and deadlines meet the appropriate standards.
- Maintains tracking, recordkeeping and other documentation as required by the FTA and Public Participation Plan, to include updating and maintaining the PPP database.
