Contracts Analyst - NIH

Technical Requirements:

• Prepare, review and submit contract documentation.
• Work with NIMH research to draft and finalize supporting documentation needed for acquisition request packages.
• Draft and edit Statement of Work (SOW) requirements in the prescribed templates and formats.
• Ensure that scientific descriptions and specifications are written in layman terms when appropriate.
• Research and draft Independent Government Cost Estimates (IGCE), market research, and acquisition justification documents into prescribed templates and formats.
• Communicate with NIMH researchers, NIMH Procurement Services Section purchasing team, and NIDA COAC.
• Contracting Specialists to address questions; provide additional documents and information.
• Prepare, review and submit funding documentation.
• Develop and maintain tracking system of contract actions and maintain contract documentation.
• Assists with responding to inquiries regarding contracts.
• Researches, analyzes, and interprets Federal acquisition regulations.
• Researches, analyzes, and interprets Federal acquisition regulations.
• Provides guidance and recommendations regarding complex and unique contract administration issues.
• Provides guidance and recommendations regarding complex and unique contract administration issues.
• Develops training programs and facilitates professional development of acquisition staff on contract management processes, procedures, regulations and technologies.

Qualifications:

• Minimum of six (6) years of experience in a research laboratory or university grants.
• Master's degree in a related discipline; two (2) years of specialized experience plus a Bachelor's is equivalent to a Master's degree.
