SUMMARY
Under general supervision, the Document Configuration Manager reviews, evaluates and screens construction project management software closeout records for the archives, standards and design drawings, engineering modification instructions, emergency response maps, specifications, and design criteria for incorporation into WMATA official document repository. The incumbent controls, distributes, performs quality assurance audits, and maintains configuration of these documents in accordance with established Policies, Instructions and Procedures.

MINIMUM QUALIFICATIONS
Education
- Bachelor's degree in Engineering, Architecture, Project Management, Quality Management, or related field.
Experience
- Minimum of eight (8) years of 'hands on' experience in development and review of construction documents (construction specifications, drawings, and criteria) and/or experience in performing quality assurance activities on construction documents, to include a minimum of four (4) years in a supervisory capacity
Certification/Licensure
- Project Management Certification, Quality Management System Certification and/or training
- Valid Driver's License

ESSENTIAL FUNCTIONS
- Manages Specification Writers, Document Control staff and other WMATA staff and Consultants, as assigned, in the maintenance of all controlled technical records, design criteria, specifications, standard and design drawings for facilities and systems. Ensures the effective use of established design quality plans, policy instructions and procedures.
- Manages the control and storage of all contract documents, drawings, manuals, and maintains access rights and maintenance of the records to ensure that complete records are traceable and easily retrievable by all applicable staff.
- Manages, develops, and implements quality plans and assessment reviews and reports to WMATA Management on the results. Supports the ongoing development, implementation, and maintenance of the department's quality management system and associated assurance procedures and policies.
- Manages the review of specifications, drawings and other technical documents prepared for specific contracts by consultants and contractors for compliance with standards and criteria.
- Manages, prepares, and disseminates standard operating procedures (SOPs) and policy instructions (P/I) related to the application of WMATA design standard and criteria, for the preparation and amending of specifications, drawings, and other construction documents, by WMATA Project staff, Consultants and Contractors.
- Manages the preparation and maintenance of specifications and criteria, coordinating these with internal and external stakeholders, making applicable amendments as needed, and ensuring they meet WMATA policies and Jurisdictional requirements. Coordinates and compiles requests for WMATA standard drawings, as-built documents, specifications, and criteria to ensure compliance and usage of the latest standards and criteria in projects.
- Manages the archiving of the as-built drawings delivered by contractors and coordinates the project closeout process with the project team during the closeout phase. Ensures all as-built drawings and required closeout documents are stored appropriately for advancement to the archival phase and to ensure that complete project records are available to all authorized staff.
- Coordinates the initiation and maintenance of Computer Aided Design (CAD) files for Emergency Response Maps (ERM) and oversight of the Engineering Modification Instructions (EMI) records in WMATA's repository to ensure the availability of current data to WMATA staff, and Jurisdictional First responders, as applicable.
