Position Summary Description
Directly accountable for providing leadership and tactical directions to a multi-discipline team of engineers that perform work activities associated with the reliable, accurate and safe operation of Seminole's software applications, the associated hardware supporting real-time operations including the Energy Management System (EMS) and its associated field equipment as well as the engineering and design of Generation, Transmission and Substation protection schemes, including the calculation and determination of associated protection and control settings that promotes the safe and reliable operations of the generation and transmission infrastructure Drives the development and implementation of the organization's System Protection and Operational Technology philosophy and oversees the planning, development and execution of applicable capital projects across the project lifecycle such that adverse impacts to project scope, schedule and budget are minimized. Drives the recruitment and selection, training and development, performance management, and rewards and recognition of a team of professional and technical resources. Holds the team accountable for best practices and continuous improvement with respect to safety, operation excellence, engineering, and project execution, while ensuring compliance will all applicable Federal, State and enterprise standards, guidelines, policies, and procedures.

Some travel and work outside of normal business hours. Occasional travel to various locations in state and out-of-state to visit job sites and attend meetings with consultants and equipment suppliers is required. While working in certain areas of the plant there is the potential for exposure to hazards typical of an industrial working environment. Requires 24/7 availability and is subject to callouts at any time, which may include extended periods during inclement weather or other emergency conditions.

Essential Functions
- Manages a team of professional and technical resources accountable for the reliable, accurate and safe operation of Seminole's real-time operation software applications and the development of system protection standards, designs and settings for Seminole's Generation and high-voltage transmission system.
- Directs the OT staff to ensure the high-availability and reliable operations of the EMS, its communication infrastructure, and the associated field equipment.
- Manages all Operational Technology application and ensure compliance with all applicable NERC CIP and Reliability standard requirements and measures.
- Leads the development and implementation of detailed project staffing plans that ensure the availability and utilization of the right disciplines, skills, and competencies to execute project work plans cost-effectively and in accordance with project schedules.
- Actively involved with the Operational Planning and Control Center Operations teams to provide leadership oversight, technical Operational Technology support, and change management in operating criteria and guidelines.
- Oversees cross-functional coordination and communication to ensure project alignment throughout the project lifecycle and that stakeholders and customers' expectation are effectively managed, while concurrently maintaining delivery momentum.
- Oversees the applicable NERC PRC and CIP standards and ensures OT applications, devices, and settings are monitored for meeting the compliance requirements, including documenting of evidence to substantiate compliance.
- Serves as requirement owner for assigned NERC standards.
- Leads the development and implementation of processes, workflows, engineering, and design standards, with Operational Technology, Generation and Transmission system protection.
- Ensures the EMS software, databases and displays reflect an accurate representation of actual field equipment.
- Reviews, approves, and assigns all user change requests to the appropriate EMS Engineer. Periodically appraises the outstanding assignments to determine level of deadline achievement and takes corrective action where appropriate.
- Reviews, verifies, and approves the software whitelist reports, the monthly security patching reports and the quarterly electronic access reports.
- Plans, directs, and manages the work deliverables of departmental personnel to maximize performance and individual development; and to ensure effective teamwork and employee collaboration in the fulfillment of departmental and Cooperative goals and objectives within budget.
- Influences and supports resolution to problematic field situations including system operations, system maintenance and reliability matters across the generation and transmission infrastructure.
- Administers and complies with Seminole Electric Cooperative, Inc. Board policies associated with the integrated transmission system.
- Actively engages in negotiation and administration of contracts and agreements to ensure terms are negotiated and administered in the best interests of the Cooperative.
- Directs the development and implementation of departmental budgets, work plans, associated contracts and performance goals.
- Partners with other organizational leaders to Identify and implement best practices and continuous improvement initiatives to improve productivity and optimize deliverables.
- Establishes assessment systems and monitors work activities to ensure compliance with applicable standards, policies, procedures, and guidelines in addition to alignment with budget, schedule, and quality expectations.
- Maintains effective working relationships with all stakeholders including employees at all levels within the corporation.
- Ensures smooth operations, productive communications, and effective understandings during all interpersonal contacts.
- Supports the execution of corporate and division vision, strategic initiatives, and objectives.
- Performs NERC Compliance Program roles if/as designated in Seminole's Standard Ownership Matrix (SOM) including ongoing evidence retention in "audit-ready" form as applicable and directed. You should also be familiar with Seminole's Enterprise Internal Compliance Program (ENT-GCD-RGC-EP-054) to further your understanding of Seminole's compliance program and the context of your duties and responsibilities attendant to your designation in the SOM.

Qualifications and Education Requirements
- BS Degree in Engineering from an ABET accredited institution is required. Advanced degree in engineering preferred.
- Twelve (12) years of progressive experience in electric utility environment including at least six (6) years of direct experience in computer control systems, EMS and associated field equipment, system protection with emphasis on design and settings; and at least three (3) years of experience in a leadership or supervisory role with recruitment and selection, training and development and/or performance management accountabilities
- Working knowledge with Microsoft Office Professional Suite, including Word, Excel, Outlook, and PowerPoint
- Demonstrated ability to engage effectively with all levels within and outside of the organization.
- Proven track record of providing leadership to meet established goals and foster an environment of continuous improvement and professional development.
- Master of Business Administration (MBA) Degree or an advanced degree in engineering may substitute for one (1) year of experience.
