Description:

The Senior Manager of Scheduling manages the preparation of transit schedules and is responsible for the development and implementation of efficient and cost-effective bus and rail schedules. Is responsible for creating daily and weekly duties that conform and are in accordance with the Union Contract and ATU, Local 1177.

Essential Job Functions:

  • Develops revenue hours by route and city for the annual budget TSP process.
  • Designs efficient, effective, and reliable transit schedules and route alignments through efficient knowledge of the Giro/Hastus scheduling software.
  • Manage scheduling staff by monitoring work assignments, conducting performance reviews, and completing necessary administrative duties including employee work schedules and leave.
  • Coordinates and prepares all scheduling functions for transit services including schedule development, calculation of miles and hours, run cutting, rostering, and all documentation using Hastus scheduling software.
  • Prepares the schedule analysis allocating miles and hours of service by TDCHR member city.
  • Evaluate schedules, conduct counts and recommend modifications.
  • Manages the Service Board process by developing timeline/schedule for each task to be completed, and coordinate related activities with Planning, Operations, IT, Customer Services, and Marketing / Communications.
  • Conduct runtime checks and develop runtime reports for each service board.
  • Coordinate the data integrity check process with IT.
  • Prepare appropriate reports such as peak vehicle requirement, VOMS, Crew and Rostering statistics, Manpower Requirement and others for Scheduling, Planning, Operations, Human Resources and NTD requirements.
  • Makes schedules conform with the number of runs to be made to equate with the amount of personnel or operators to be used on any given sign-up.
  • Ensures runs conform with the working contract between the local union at any given time, pertaining to daily, weekly, and spread time hours and other specifications of the contract.
  • Develop schedules, time points and variants, headways, driver's timecards, running boards, direct transportation points, posting of the Board and any other related activities prior to the instituting of new services or a change of existing service, via utilizing Giro/Hastus computerized scheduling program.
  • Makes comprehensive statistical analysis of complete or categorical operations of the system, broken down into platform, deadhead and layover times, miles per hour, revenue miles, deadhead miles etc.
  • Develops Operator and vehicle estimates as required for proposed service changes
  • Participate in internal and external meetings and/or make presentations as related to scheduling and service planning.
  • Conduct quality control checks including variants and timepoints after each service Board.
  • Prepare master payroll utilizing, Hastus software for the purpose of accurate maintenance and reporting daily of operators' pay time, and daily miles on schedule analysis.
  • Generate Hastus and Transit Master interface for daily operations.
  • Manage records created and received in compliance with the Hampton Roads Transit Records Management Policy and Procedures.
  • Provide excellent customer service to all customers both internally and externally.
  • All other related duties as assigned.

Required Knowledge, Abilities and Skills essential to Job Functions:

Must have the ability to work with a variety of people, as this position requires extensive interaction and coordination with staff members as well as but not limited to city officials, local businesses and HRT customers. Must work outside regular business hours as required.

Required Software Knowledge and Skills essential to Job Functions:

Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential. Basic problem-solving skills associated with software applications used is expected. Software usage relevant to job duties will be evaluated.

Software applications:

Internet, E-mail, Microsoft Office, HASTUS and/or Trapeze scheduling software, Adobe Reader, Transit Master. Must have computer skills to include desktop publishing, spreadsheet and word-processing.

Training and/or Education:

Graduation from an accredited college or university with a bachelor's degree in planning, Transportation, Urban Studies, Engineering, or a related field (appropriate experience may be substituted for the above areas.

Required Experience:

A minimum of 5 years previous work experience in Transit Scheduling, Transportation or Planning required; must successfully demonstrate analytical, quantitative and verbal (oral and written) skills.

Licenses or Certificates:

Possess a valid Driver's License. Acquire a Virginia Driver's License within 60 days after the date of hire (in instances when an out of state license is not the applicant's current state of residence).

Special Requirements:

  • This position is classified as non-essential personnel.
  • Must be able to pass federal government background screening process for local military installation access.
