Job Description
Leads, directs, develops, manages, and supervises a comprehensive service system that provides a broad array of agency operated programs designed to assist Onslow County residents by promoting the well-being of residents through Social Work Services to strengthen families, protective services to prevent or remedy abuse, neglect, or exploitation of vulnerable children and adults and meeting citizens' basic daily living needs through financial, nutritional, and medical assistance. Work is performed under the general direction of the Social Services Director.

Thorough knowledge of the principles, methods, and techniques of public and business administration. Ability to demonstrate initiative and independent judgment in dealing effectively with ambiguity, recognizing trends, identifying approaches, and offering a variety of options to solve problems. Ability to communicate clearly and concisely while being respectful of the needs of others and willing to accept responsibility and accountability for one's actions. Knowledge of the agency's organization, operation and objectives and applicable federal and state laws, rules, and regulations. Develop and maintain effective working relationships with the general population, state, and local officials and community partners.
Education, Experience, and Special Requirements
Preferred
Master's degree in public administration, business administration, public administration, social work, criminal justice, or related field and four years of management experience in a human services agency;
Will consider
Bachelor degree in social work, criminal justice, business or related field and six years of management experience in a human services agency.
Applicants must have an extensive knowledge of management principles applicable to the operation of a human service delivery system and a thorough understanding of the organization structure of a department of social services and applicable county policy as well as state and federal laws, rules, and regulations.

The County contributes 1/2% of employees' gross salary into the 401(k) account regardless of the employee's deferral amount. In addition, the County matches employee deferrals up to an additional 2%.
Vacation Leave
Regular full-time employees earn 13.5 days of vacation leave per year. With each 5-year increment of employment, vacation accrual increases.
Sick Leave
Regular full-time employees earn 12 days of sick leave per year.
Paid Holidays
County employees receive paid holidays annually. The Board of County Commissioners approves and may adjust the schedule as deemed necessary.

The County provides an Employee Assistance Program to help employees and their families with personal, family and job-related problems such as depression, substance abuse, and financial or legal concerns.
Supplemental Benefits

Position Responsibilities

- Provides leadership in the absence of the Social Services Director.
- Assists the director and administrative team with providing strategic leadership to all staff by leading organizational change and providing executive leadership and guidance across teams and programs.
- Partners with state leaders to ensure that all Economic Services programs are implemented according to county, state, and federal policies and to ensure compliance with yearly training requirements and benchmarks established by the state.
- Directly supervises program managers and other staff as assigned.
- Coordinates the Disaster Ready Team for Consolidated Human Services and performs assigned functions as a Disaster Ready Team member and establishes agency preparedness and safety protocols.
- Assists the Social Services Director in performing a variety of duties which involve managing resources to meet changing demands and mandates, analyzing new policies and procedures, and developing and implementing strategies for solving agency challenges.
- Oversees and monitors agency and division budgets to ensure effective, efficient, and fiscally responsible operations which are compliant with county, state, and federal policies, regulations, and statutes.
- Performs duties as the Civil Rights Hearings Officer for Onslow County Social Services.
- Performs related work as assigned.
