Fluor Infrastructure O&M is seeking an Engineering Manager to join our Infrastructure's growing Operations and Maintenance division. Working cross-functionally with business managers, sales and marketing teams, and operations staff, the Engineering Manager will manage and lead estimating and work planning for the O&M phase of infrastructure projects that follows new construction, as well as for standalone O&M contracts.

This individual will have direct responsibility for managing, developing, and providing day-to-day guidance to junior colleagues. The Engineering Manager will also provide technical support to projects on engineering matters. Note that this is not a design engineering role.
Responsible for complete estimate preparation with a core team of associate estimators and support from other staff, including bid item and activity setup, cost build-out and summary forms
Manage, train, and provide mentoring to junior staff
Review proposal specifications, drawings, attend pre-bid meetings, etc. to determine scope of work and required contents of estimates and work plans;
Develop and present value engineering proposals/alternates and formal presentations;
Review and incorporate historical data and combine manpower, equipment, material quotations and subcontractor proposals into estimates;
Provide complete conceptual budgets and final estimating input on all projects;
Provide technical support to personnel preparing discipline estimates for assigned bids;
Prepare for and attend all scope meetings with stakeholders;
Identify risk items, assign risk levels, and identify measures to mitigate risks to portions of the project work and to the overall project
Review estimates for completion and technical accuracy ensuring quality and alignment with project scope, schedule and execution plan.
Take a lead role in estimate reviews and presentations
Prepare basis of estimate documentation, ensuring all working documents and data are maintained to back up estimate figures
Prepare bid to project handover materials on awarded contracts
Prepare award related submittals and follow up information
Assist proposal team during preparation of inquiries and final evaluation of submitted bids as required
Provide technical expertise and develop documentation for inspection, maintenance, repair, rehabilitation, and capital programs.
Develop scopes of work for subcontracts
Enact strategies to improve efficiency and accuracy of estimates and proposals;
Maintain technical knowledge by keeping current on industry activities, available systems, and equipment for infrastructure O&M best practices
Travel for this position will be required for site visits, when necessary (typically 1-3 days out of the office for site visits)

Basic Job Requirements
Accredited four (4) year civil engineering degree or global equivalent in engineering field of study and fifteen (15) years of work-related experience; a recognized professional certification or registration in the applicable field, if required
PE license
Supervisory experience
10 years field experience in construction and/or operations & maintenance projects
Minimum 5 years estimating and cost control experience

Preferred Qualifications
Certified Estimating Professional (CEP)
Experience with performance-based contracts
Experience with project management and/or contract management
Understanding of asset management principles (life cycle analysis, total cost of ownership, ISO 55001, etc.)
Understanding of earned value management principles
Familiarity with cost/benefit analysis methods, including net present value

Ability to estimate all types of projects/contracts (unit price; lump sum; etc.);
Knowledge and experience in quantity takeoffs, statistical analysis, life cycle analysis, and value engineering
Strong technical writing and proposal writing skills
Familiarity with state DOT and municipal governments, trade partners and vendors
Enthusiastic and dependable leader with a passion for growth and for mentoring junior staff
Ability to coordinate and supervise group work effort is essential
Ability to work independently with minimal oversight as well as comfortable working in a collaborative team environment
Superior problem-solving skills
Skilled in oral and written communications, including presentation skills and ability to address a group of supervisors.
Technology savvy including Microsoft Office applications
Familiarity with industry safety requirements and procedures
Ability to maintain confidentiality
Dedication to continual improvement
