Primary Purpose:
Provide leadership and coordination to provide an aligned and articulated instructional assessment, accountability, and data analysis program for the district. Support data-driven decision-making by district and school administrators and teachers to improve teaching and learning throughout the district. Process student, school, and district data; analyze and report results to parents, the public, schools, district administrators, the School Board, and public agencies. Direct all areas of student assessment, state and federal accountability systems, and supervise district tests, credit-by-exam testing, and local assessments.
Qualifications: Education/Certification:
Bachelor's degree from an accredited college or university
Master's degree from an accredited college or university preferred
Texas Mid-management, or other appropriate Texas certificate preferred
Special Knowledge/Skills:
A thorough knowledge of the state and federal testing applications and issues.
A broad knowledge of the most effective systems and practices for assessment of student learning.
Knowledge of the state testing program and accountability system.
Up-to-date knowledge of the state and federal testing requirements and accountability systems, the TEKS and state and national initiatives and standards.
Ability to use student test data systems.
Ability to perform statistical analysis.
Ability to use personal computer and software programs to collect, report, and present data and test-related information.
Ability to develop and deliver training to adult learners.
Excellent organizational, communication, and interpersonal skills.
Major Responsibilities and Duties:
Testing
Tools/Equipment Used: Standard office equipment including personal computer and peripherals
Posture: Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting
Motion: Repetitive hand motions, frequent keyboarding and use of mouse; occasional reaching
Lifting: Occasional light lifting and carrying (less than 15 pounds)
Environment: Frequent districtwide travel; occasional statewide travel.
Mental Demands: Work with frequent interruptions; maintain emotional control under stress

Major Responsibilities and Duties:
Testing
- Develop and implement procedures for ensuring security and confidentiality of state-mandated testing programs and other assessments.
- Direct and oversee test implementation and monitor testing activities to ensure that procedures are followed and deadlines met.
- Coordinate the ordering and use of all local and state assessment materials.
- Disseminate information regarding current requirements of the state assessment program including test administration, security, and confidentiality.
- Ensure district-wide compliance with all federal and state accountability requirements.
- Provide timely support for testing administrators.
- Consult with staff to provide appropriate testing accommodations for Limited English Proficient (LEP) students and students receiving special services.
- Identify, investigate, and address testing irregularities. Report discrepancies and disciplinary actions taken against students as required.
- Provide accurate and timely information on district and state mandated assessments
- Obtain and evaluate student achievement data for collaboration with curriculum and instruction staff to examine program effectiveness.
- Communicate regularly with district personnel about student assessment and accountability measures.
- Interpret and disseminate TEA directives and information to staff.
- Stay abreast of current and emerging technical, legislative, and professional trends and developments affecting the system-wide testing program, and disseminate information to appropriate district personnel.
- Develop data analysis tools/systems to assist staff in analyzing student data from unity assessments, local assessments, benchmark assessments, and STARR assessments.
- Provide evaluative findings, including student achievement data, for the review of curriculum and instruction program effectiveness.
- Develop and distribute statistical studies, analysis, and evaluation reports as required.
- Prepare reports and presentations for superintendent, Board of Education, and central office staff.
- Work with instructional teams to analyze test data and develop student achievement goals and objectives.
- Consult with district staff to develop, administer, and interpret evaluation guidelines and procedures.
- Maintain and ensure integrity of testing data. Ensure all materials and data are submitted within established timelines.
- Complete evaluation and compliance reports as required by federal and state programs.
- Develop, implement, and maintain an inventory system to track and monitor location of test materials throughout the distribution, return, and storage process.
- Compile, maintain, file, and secure all reports, records, and other required documents.
- Develop and deliver training for district and campus test administrators to ensure that tests are conducted and procedures are consistently followed.
- Organize logistics for scheduling and conducting all testing in the district including staffing, distribution, and security.
- Direct the work of campus test administrators and others assigned to conduct tests.
