REPORTS TO: Coordinator, Performance Management
DEFINITION: Supports both systemwide and office-level process improvement initiatives, developing and implementing quality assurance practices and procedures. Working with leadership and central office staff to provide support in the creation of high-quality, data-informed solutions to provide leadership and staff with accurate, timely, and actionable data to inform decision-making systemwide. Applies professional knowledge and technical skills to build data literacy and technical capacity systemwide.

EXAMPLES OF DUTIES:
- Leads process improvement projects with central office teams and serves as project lead.
- Supports the work of the department as a technical lead and quality assurance specialist for special projects related to systemwide data quality.
- Determines business requirements and designs solutions which automate and streamline work processes to improve central office reporting capabilities and increase organizational efficiencies.
- Conducts analyses and troubleshoots internal processes to improve efficiency and efficacy through the application of improvement science principles.
- Provides technical support in utilizing data tools and building data literacy to inform decisions as part of continuous improvement. Trains other staff and stakeholders on technical issues.
- Documents, implements, monitors, and reports project outcomes.
- Prepares large datasets for analysis through advanced data management techniques including but not limited to re-coding, restructuring, identifying duplicate entries, standardizing data, merging, and aggregating data sets.
- Supports the Office of Performance Management with the development, implementation, and maintenance of systemwide reporting tools in collaboration with the Coordinator.
- Analyzes data with sophisticated statistical methods to summarize data, interpret results, and create data visualizations with consideration for non-technical audiences. Creates dynamic data displays and resources to support staff and senior leadership in accessing and using data to inform decisions as part of continuous improvement.
- Performs rigorous quality control checks on work products to ensure data accuracy and integrity.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Education, Training and Experience:
- Bachelor's degree from an accredited college or university with coursework in data analysis and statistics.
- Five years of progressively responsible experience in data collection, data analysis, reporting, and data solutions.
- Experience defining business requirements and supporting the development of data-driven process improvements and operational efficiencies.
- Experience within an educational setting strongly preferred.
Knowledge, Skills, and Abilities:
- Knowledge of the principles and practices of educational research and measurement.
- Demonstrated proficiency in accessing databases and extracting intelligence from large complex datasets to support system initiatives.
- Skilled in data analysis including data cleaning, data manipulation, and descriptive and inferential statistics.
- Demonstrated success in collaborating with various organizational levels to identify and implement organizational efficiencies.
- Experience in defining business requirements and using analytical skills to solve operational challenges.
- Ability to analyze process steps and identify opportunities for increased automation and standardization using available tools.
- Advanced skill in developing data-informed, technology-based solutions to increase operational efficiencies.
- Excellent critical thinking, organizational, and communication (oral and written) skills.
- Ability to work collaboratively and independently, handle multiple tasks, and work with priorities/deadlines subject to change.
- Advanced skills in the use of Microsoft Excel, including formula writing and macro design. Preferred: SQL, SPSS, and Microsoft automation tools.
