Fluor's Metals & Mining Material Handling division is seeking a Project Procurement Specialist to join our team. Reporting into the Procurement Manager, this individual will be responsible for and manage project procurement; including review of the Prime Contract, procurement proposal process, negotiates contract terms, administers subcontracts, purchase orders, expedite shipments, and coordinate any international shipments with a freight forwarder in accordance with the Company and Client requirements.
Collaborates with functional management and project management to gather requirements for procurement contracts including planning of work, terms and conditions, development of Prime Contract flow-down requirements, etc.
Executes the procurement contract request for proposal (RFP) process. Issues invitation for bids. Reviews vendor proposals for alignment with RFP(s) and makes recommendations to project management and/or functional management on vendor selection.
Interface and coordinate with engineering.
Coordinate the worldwide supply and procurement of mechanical, electrical, structural steel and services.
Manages, reviews and negotiates procurement contract terms and conditions, team agreements, subcontracts, and other related procurement agreements. Ensures contract final terms and conditions meet Company's policies and procedures requirements.
Accountable to project management to ensure project procurement commitments are met.
Manages and administers subcontracts as necessary. Performs reviews and audits of contract execution including invoicing errors, compliance with policies and procedures, and compliance with terms and conditions.
Creates, manages and monitors purchase order forms and purchase orders. Reviews and resolves escalated purchase order issues in a timely fashion.
Manage workloads for multiple projects simultaneously.
Serves as a resource to the management team and procurement staff on procurement,
Assists sales and estimating staff in planning for required procurement support in proposals and contracts.
Coordinate with freight forwarder and compliance as necessary for international shipments.
Confers with appropriate staff on issues of subcontractor performance, vendor delivery, approval and payments of vendor invoices.
Managing and reporting procurement data to the Functional Leadership and/or Project Manager
Performs other duties as required.
Basic Job Requirements
Accredited four (4) year degree or global equivalent in applicable field of study and four (4) years of work-related experience or a combination of education and directly related experience equal to eight (8) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
Excellent interpersonal, negotiation and (intercultural) communication skills both written and oral
Team player with strong collaboration skills and ability to thrive in a fast-paced environment
Ability to work independently and prioritize work
Good knowledge of national and international procurement markets
Proficiency in MS Office and experience with ERPs
Experience expediting international shipments
Willingness to operate in an international/multicultural context

Excellent verbal and written skills as well as proficiency in Microsoft Office.
Ability to interact with all levels of staff as well as outside clients and vendors.
Requires the ability to oversee concurrent complex projects involving detail coordination under tight time schedules.
Excellent knowledge of best practices for supply chain processes, procurement principles, techniques, and practices, as well as good business practices.
Ability to travel up to 10% domestic and internationally
