Description:

The Harris Center for Mental Health and IDD is hiring a Program Director 6 for Texas Family First Prevention Services (TXFFPS) program. Works under the direction of the Director of Children's Behavioral Health Services to provide quality, administrative, budgetary, and fiscal oversight of supervised programs/units. Maintains effective collaborative working relationships with TX Department of Family and Protective Services (DFPS). Harris County Juvenile Justice Courts (HCJJC) and various funders/community stakeholders. This position is responsible for the day-to-day operations of a 24-hour unit. Provides qualitative & demonstrates leadership & supervision to staff within the program, along with other practice managers within the Outpatient Mental Health Services Division. Is responsible for carrying out program/unit goals and objectives. Has authority to implement decisions and recommendations to enhance the services or programs. In addition, this position in collaboration with the Division's Budget Manager is responsible for projecting, controlling, and meeting budgets in accordance with Agency and financial guidelines and controls. Responsible for program planning and implementation inclusive of Utilization management oversight. This position requires travel, flexible work hours and on call status.

Your role in Action:
  • Plans and implements program/unit objectives in accordance with applicable policies, plans, and procedures.
  • Demonstrates an understanding of and ensures compliance with Multi Systemic Therapy and High Fidelity Wrap Around standards.
  • Monitors the delivery of appropriate services. Reviews Utilization Review and Quality Assurance reports. Creates/implements monitors corrective action plans based upon report results.
  • Monitors staffing patterns of the program/unit, ensuring that positions are posted within agency guidelines and to ensure that adequate number of staff are available to provide the services needed.
  • Ensures ongoing supervision and evaluation of program/unit staff performance to facilitate optimal performance.
  • Responsible for assuring that divisional productivity targets are met for staff in supervised programs/units (excluding physicians).
  • Responsible for compliance with contract and agency mandatory training requirements.
  • Serves as a liaison in communicating relevant information between administration and program/unit staff via verbal and/or written communication, as well as external agencies/facilities specific to the operating unit.
  • Works collaboratively with the DFPS and the Harris County Juvenile Justice Courts (HCJJC) to communicate relevant ongoing and timely information affecting the delivery of Family First Prevention Services (FFPS) to family units in routine, as well as, emergency and disaster events.
  • Coordinates as requested with DFPS and HCJJC and other local and state agencies to improve operations, treatment outcomes, and collaborations.
  • Manages the budgets for supervised program/ units in accordance with agency financial guidelines and controls. Reviews reports used in budget and productivity projections for Agency services at local, state and federal levels.
  • Submits periodic reports/action plans as requested detailing critical issues and/or accomplishments of units, programs or departments
  • Ensures institution of procedures/actions to follow-up on incidents/safety issues that pose a liability risk for the agency and/or have a significant impact on the quality of consumer care
  • Works collaboratively with DFPS and court staff to identify family needs and to enhance customer satisfaction.
  • Performs related work as assigned. Adapts to changing work requirements.
  • Demonstrates ethical conduct in all clinical and professional activities.

What qualifications you will need:

Education:
  • Master's degree in the Human services field required.

Experience :
  • At least five (5) years management experience. This experience should include overseeing 24-hour programs (i.e., hospitals, residential programs, emergency centers), budgets, professional staff, Medicaid and other revenue generating activities.
  • At least five (5) years' experience working in a mental health and/or mental disabilities setting.
  • At least three (3) years' experience working with children and youth.
  • Must have experience working collaboratively with state and local entities as well as and other professional groups in program development, preparing reports and recommendations for administrative purposes.

Other Key Qualifications:
  • Licensure: LMFT, LPC, LCSW or LMSW
  • Maintains current licensure/credentials with appropriate state licensure regulatory board.

Knowledge, Skills & Abilities:
  • Knowledge about treatment modalities for a MST, High Fidelity Wraparound
  • Must have basic knowledge of principles of the development, implementation and documentation of individualized care and treatment.
  • Must have working knowledge of basic principles of management.
  • Ability to effectively lead others in achieving organizational goals.
  • Strong communication skills with ability to effectively converse and listen to others and construct clear and concise written communication.
  • Ability to identify and offer solutions to resolve problems, using knowledge of the organization to identify helpful resources.
  • Recognizes the importance and benefits of developing and maintaining collaborative relationships with Texas Department of Family and Protective Services, Harris County Juvenile Justice Courts and other community stakeholders.
  • Effective time management and organizational skills.
  • Able to utilize basic Word and Excel documents successfully
