The Maryland Department of Transportation The Secretary's Office (MDOT TSO) is seeking a qualified candidate to fill an executive service position as the Audits/Investigations Manager (Fiscal Services Administrator III) within the Office of Audits. This position is responsible for managing the work of the Office of Audits staff assigned to work on internal audits and investigations within MDOT and its Transportation Business Units (TBUs) including the Maryland Aviation Administration (MDOT MAA), Maryland Port Administration (MDOT MPA), Maryland Transportation Authority (MDTA), Maryland Transit Administration (MDOT MTA), Motor Vehicle Administration (MDOT MVA), State Highway Administration (MDOT SHA), and TSO. The incumbent also manages, plans, coordinates, assigns, and evaluates the work of the Office of Audits staff assigned to work on the investigation of allegations about fraud, waste, and abuse, and other types of allegations. In addition, the Audits/Investigations Manager independently conducts and/or supervises special projects assigned by audit management. This position trains, coaches, evaluates, and manages staff performance.

Qualifications
Preferred Qualifications:
Education: A bachelor's degree in accounting, auditing, public or business administration, finance, economics or a related field from an accredited college or university.
Experience: Seven (7) years of experience in professional accounting, auditing, budgeting, fiscal or financial management. Four (4) years of the required experience must have included managing staff in conducting operational, financial, compliance, and performance audits.
The ideal candidate will possess excellent oral and written skills, critical thinking skills, and interpersonal skills.

- Manages and serves as Point of Contact for all MDOT Audit Offices (includes all TBUs) for all matters related to the audit software.
- Assists in the development of an annual audit plan including TSO departments and MDOT Modes to be audited.
- Develops and/or collaborates in the development of periodic risk assessment of MDOT TSO in order to proactively identify and address TSO's vulnerabilities to both internal and external risks.
- Coordinates with the Office of Legislative Audits (OLA) referrals of allegations about fraud, waste, and abuse; and assesses whether the allegation warrants an investigation and is referred to the Modes.
- Reviews and approves initial review of complaints, allegations and provides recommendations on whether to close the matter or proceed to full investigation.
- Manages investigations database to support the reporting of key performance indicators, including analysis, trending and reporting for executive management.
