This role is responsible for providing independent cost evaluation (ICE) leadership in support of all ES business areas. This person will work closely with proposal and program teams throughout the ES sector and be the ICE point of contact for the Fast Labs BA. The candidate will provide Senior ICE leadership to all functions and will provide ICE training as required to those functions. This role is critical to understanding the range of outcomes on our key bids. Chosen individual will be working with bid capture leads, and senior management to ensure these factors are understood and considered in our pricing strategies.

Responsibilities:
  • Provide ICE support to proposals and programs in accordance with the ICE charter such as:
    • Develop understanding of the proposal or program along with associated business case to determine potential issues
    • Evaluate and express as potential consequences to cost and risk and provide a range of potential outcomes for the proposal or program
    • Present the ICE report to the ICE Director and senior management,
  • Use and Support the ICE Metrics Dashboard as well as provide input to AI initiatives.
  • Work collaboratively with the other ICE team members to ensure the effective development and retention of ICE skills and knowledge, and effective delivery of day-to-day support to program and proposal needs of the businesses.
  • Provide training to all functions as needed within FL BA
  • FL ICE staffing levels and train new employees

Required Skills and Education

  • Bachelor degree and 12 years of business experience
  • Analytical abilities combined with the interpersonal skills necessary to communicate and support analyses at various management levels within our organization.
  • Negotiation skills to positively confront and challenge assumptions.
  • Problem solving skills and the capacity to work under tight deadlines.
  • The ability to question assumptions, understand engineering and product technical complexities and be able to evaluate risk and express the potential cost impact.
  • Hire and manage staffing levels.
  • Secret level clearance or ability to obtain a security clearance.
  • Ability and willingness to travel ~ 10% of the time


Preferred Skills and Education

  • Ideally, experience with ICE (Independent Cost Evaluation)
  • Exp. with Earned Value Management System
  • Strong analytical ability
  • Strong negotiation skills
  • Exp. with 'hours per unit' methodology, ProPricer, ProjectData, iPortal, Cobra (EVMS)
