Your New Role - Behavioral Health Initiative Director

The Behavioral Health Initiative Director is responsible for informing the development of, and implementing, the Governor's Behavioral Health Initiative projects to: increase behavioral health capacity and expand the behavioral health workforce in an equitable way to ensure that expanded capacity is operated by workforce that is representative of the diversity of Oregonians and responsive to the diverse cultures and languages we share. The Behavioral Health Initiative Director is also responsible for supporting the Governor in developing the Governor's Recommended Budget and Legislative Agenda to advance the core outcomes of the initiative. In addition to implementing the Behavioral Health Initiative, the Behavioral Health Initiative Director also serves as the primary advisor to the Governor on all behavioral health issues.

Minimum Qualifications Required:
  • Eight years of executive-level policy development or foundational experience directly related to the position being recruited
  • Equivalent education and experience

OR

Requested Attributes:
  • Exceptional public policy analysis skills, including the ability to synthesize and analyze complex budget, policy, legal, and administrative information to develop well-rounded, succinct, and evidence-based policy recommendations to the Governor on complex behavioral health issues with a clear articulation of tradeoffs and unintended consequences.
  • Exceptional communication skills, including the ability to translate complex information in a way that is easily understood and builds shared understanding of complex issues.
  • Ability to develop and implement outcomes oriented and equitable policy and budget initiatives.
  • Strong project management skills, including the ability to delegate work effectively and track multiple streams of work to achieve deliverables by set deadlines.
  • Ability to manage conflict, lead dispute resolution and foster collaboration among diverse groups and individuals over behavioral health policy issues.
  • Thorough understanding of the structure and procedures of Oregon state government, including budget, legislative, rulemaking, and agency administrative processes.
  • General knowledge of tribal sovereignty or curiosity/readiness to fill knowledge gaps upon hiring
  • Best practices for inclusive leadership practices include but not limited to: self-reflection on strengths and growth areas; engagement in continuous learning; building trust and understanding with peers and partners; curiosity and ability to respectfully question current policies and practices; design and facilitate inclusive meetings; invite and use constructive critiques and different perspectives; give and receive constructive and direct feedback to foster continuous improvement toward equitable outcomes.
