POSITION SUMMARY:
A highly technical position responsible for planning, programming, and managing construction projects and infrastructure asset management systems.

Example Of Duties

ESSENTIAL FUNCTIONS AND DUTIES include the following. Other duties may be assigned as dictated by operational necessity.
Develop solutions for complex problems and workflows for various Divisions and Departments in the City that drive data driven decision making, and help establish and sustain an environment and foundation for continuous process improvement.
Develop and maintain mapping and infrastructure asset management systems and supervise/provide data entry for Divisions and Departments of the City.
Research, specify, configure, utilize and train others on the use of various measurement and data collection devices and related software including state of the art GPS, GIS and CAD.
Design, schedule, conduct, and/or oversee various sampling, surveys, analysis and make recommendations on findings.
Compiles collected data for performing statistical analysis, permit regulation compliance, and as needed for various reports.
Perform statistical analysis and apply forecasting techniques in the development of budgets and long range plans.
Review permits issued by State and Federal agencies and inform the appropriate Department/Division of action items required for permit compliance.
Preparation and coordination of permit applications for submittal to various State and Federal agencies.
Provide technical assistance, advice, and constructability reviews on construction designs.
Develop material and project scopes for bidding. Preparation of bid documents. Review bid documents prepared by others prior to advertising.
Prepare/present information and participate in public hearings and meetings with various boards, committees, and citizen groups.
Represents the City in interactions with governmental agencies, private sector and civic groups.
Act as Interim Engineering Manager in the event of the Manager's extended absence.

KNOWLEDGE / SKILLS / ABILITIES:
Knowledge of principles and practices of public administration, including public sector budgeting and cost accounting methods.
Knowledge of strategic planning, performance improvement, reporting and data analytics, research methods, and report presentations
Knowledge of redevelopment, zoning, construction, engineering, architecture, utilities, and related fields.
Knowledge of field data collection, compilation, statistical analysis, principles and techniques.
Knowledge of Federal, state, local guidelines, laws, policies, procedures, regulations, and practices regarding land development construction and permitting.
Knowledge of the principles and techniques of short- to long-range program planning.
Knowledge of ESRI technologies and applications.
Knowledge of Autodesk AutoCAD technologies and applications.
Knowledge of various computer or other electronic devices and applications, to include database software, Microsoft Office Suite, and Outlook.
Skill in report and record maintenance principles and practices.
Skill in the use, application and operation of various types of computer systems.
Excellent communication skills, both orally and in writing.
Able to read, comprehend and interpret various technical materials, schematics and maps, ranging from moderate to complex terminology, associated with job functions.
Able to translate industry standard and technical terms to an understandable language for users.
Able to add, subtract, multiply and divide, calculate decimals and percentages.
Able to understand and perform advanced mathematical skills, i.e. graphs, geometric or algebraic principles.

EDUCATION, EXPERIENCE, LICENSES AND CERTIFICATIONS:
Bachelor's Degree required and post-secondary technical education in specific field.
Four (4) years of direct experience in a relevant GIS technology.
Two (2) years performing similar work.
Valid Florida drivers license required.
GISP or AICP certification highly desirable, but not required.
Florida P.E. highly desirable, but not required.
SUPERVISORY RESPONSIBILITIES:
This position has no direct reports but functions as a team leader for various projects. This position will make recommendations to the supervisor regarding personnel assigned to the team and individual duties assigned to each team member as well as being an integral part of staffing new team members.
