General Description

Assistant Director of Planning and Project Management, Facilities Management reports to the Director, Facilities Management, and is responsible for management of construction projects and project management. The Assistant Director of Planning and Project Management, Facilities Management position assists with the development of County strategic development plans, ensuring that safety, ADA accessibility, and security are maintained. Work involves planning, scheduling, supervising, participating in, and inspecting the work of departmental employees engaged in the repair and construction of county buildings, grounds, and facilities. This position oversees remodel/renovation of county projects.

This position is responsible for assisting the Director of Facilities Management in hiring, training, and supervising employees, prepares, presents and manages the department budget, and administers contracts and has oversight of maintenance services, outside contractors, and vendors.

Examples of Work Performed

Maintains the county in compliance with State and Federal regulations pertaining to IAQ, asbestos mold, fire, electrical and other compliance regulations.

Assists with overseeing and developing long-term strategies for integration, coordination and direction of construction, renovation, maintenance, and leasing of county facilities and building systems, and the development of long-term capital replacement plans, including budgets, designed to offset the depreciation of facility asset value over time through functional obsolescence or cumulative wear and tear.

Plans short-term and long-term improvement plans for county facilities, which includes major building system equipment, new properties, and disposition of existing properties.

Ensures that all energy and utilities are used efficiently.

Determines and establishes detailed specifications pertaining to supplies, materials, equipment and local contract work.

Plans, organizes, directs, monitors, reviews, and evaluates the overall operations and development of planning and construction program areas including: planning, design, construction, renovation, replacement; bonded and insured capital projects; architecture, structural, mechanical, electrical, civil engineering, project management, building physical plant, HVAC, utility management systems; electrical systems; life safety and security systems, including access control and master keying; parking facilities management related to new construction projects; time and cost estimating; leasing and acquisition of property; space management; and inspections compliance/codes.

Inspects all buildings, grounds, and installations on a regular basis to assess facilities and identify county facility's needs.

Keeps informed of the latest trends, developments, and products in the area of energy management, innovation and experimentation as appropriate.

Maintains building documentation including electronic and hard copy floor plans.

Supervises and inspects the improvement and renovation work performed by outside contractors and verify that the terms of all such contract have been fulfilled before authorizing final payments.

Assists with monitoring and overseeing department operations to assure that services delivered are in compliance with statutory applicable laws, rules, regulations, building codes and ordinances, and applicable standards established by federal, state, and local laws, and by Commissioners Court and Facilities Managment Department.

Works collaboratively with other departments regarding testing and monitoring of indoor air quality and other environmental conditions such as carbon dioxide levels, mold, asbestos, and bacteria for the health, comfort and over all wellbeing of the staff and community members occupying the facilities.

Works collaboratively with other departments on improvements of building indoor air quality, comfort and efficiency of HVAC systems.

Performs technical research, calculations, and computations, and prepares estimates, plans, and reports. Interprets plans, specifications, standards, policies, procedures, and regulatory codes. Responds to inquiries from customers, regulatory agencies, or members of the professional community. Responds to, analyzes and resolves difficult inquiries, grievances, or complaints.

Creates a high quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.

Education and Experience

Bachelor's Degree.
  • One (1) year of experience may be substituted for one (1) year of education.

Three (3) years of full-time experience in facilities management planning and construction.

Certificates, Licenses and Registration:

Must have a current valid Texas motor vehicle operator's license.

Must be able to be insured by the County's insurance carrier.

Knowledge, Skills and Abilities

Knowledge in principles and practices, programs, systems, methods, and techniques of planning, design, construction, renovation and maintenance repair of new and existing facilities, and acquisition of properties.

General knowledge in all aspects of laws relating to construction management, asbestos and other building materials, indoor air quality and OSHA, ADA, Energy management, fire alarms, and Communication System.

Ability to conduct on-site inspection of all facilities related to construction and project management.

Skill in using personal computers and office equipment.

Knowledge in technical, legal, financial and public relation problems involved in the conduct of Facilities Management departmental programs.

Ability to work with mathematical concepts such as statistical interference, fractions, percentages, ratios, and proportions to practical situations.

Must have knowledge and skills related to CAD, BIM, REVIT or Sketchup design software.

Ability to work well with others and participate fully in a team oriented environment.
