Proposed Hiring Range
Performs professional, technical, and administrative work ensuring the reliable performance and optimum usage of the Town's development services systems. This position will coordinate a variety of complex duties in the alignment and application of technology to development services processes meant to improve the efficiency and effectiveness of organizational performance. This includes but is not limited to the administration of system parameters, permissions, data security and integrity, integration and process alignment, functional user-profiles and workflows, specialized reports, and administration of development services systems. Considerable knowledge and understanding of development services processes, principles, procedures, and the Tyler Enterprise Permitting and Licensing (EPL) software system are required. Work is performed under the general supervision of the Inspections Director and requires independent judgment and discretion in the performance of duties.

Typical Qualifications
Considerable knowledge and understanding of development services principles, procedures, and system administration experience with Energov software is strongly preferred. Knowledge of database systems, development services systems, financial systems, and document management systems. Considerable knowledge of various software to support application environments. Skill in the use of computers and software such as Enterprise Permitting and Licensing (EPL), Munis Financials and integration with EPL, Microsoft Office Suite, etc. Ability to identify and solve problems quickly, decisively, and independently. Ability to evaluate information and make effective recommendations to develop solutions to requests and problems. Ability to develop technology and its application for Development Services, and other users. Ability to analyze and interpret complex technical data and data challenges. Demonstrated skills in customer service and problem-solving. Ability to deal effectively with the public in a tactful and effective manner.
Supplemental Information
Bachelor's degree in Business, Accounting, Computer Information Systems, or similar field preferred. May possess an Associate's degree with related coursework required. Bachelor's degree preferred; 2-4 years' experience in development services systems administration or an equivalent combination of education and experience. Enterprise Permitting and Licensing (EPL) software experience required (formerly called Energov). Development services experience is preferred.

Examples of Duties
- Evaluate, implement, and maintain optimal workflows and alignment of financial and business processes with system automation, user profiles and permissions, access and system integrity, and reports while demonstrating a focus on increasing efficiency.
- Ensures Development Services technological needs are met by analyzing and documenting business processes and providing related software configuration and support.
- Responsible for leading and implementing ongoing Development Service software changes and upgrades.
- Cross-departmental collaboration with Development Services departments to identify, define, and document business needs and objectives, current operational procedures, problems, and input/output requirements.
- Provides front-end support and administration of development services records management system (i.e., EPL and Blue Beam), ensuring reliable and effective usage of critical system tools, including application troubleshooting, testing, and data analysis.
- Develop training materials and provide training to system users regarding new or modified development services systems; create user guides and desk manuals for reference tools, communicates system changes as needed to ensure all are implementing policies and procedures consistently.
- Planning, developing, implementing, and evaluating a comprehensive development services technology system implementation, including workflow, configuration, testing, and developing training plans.
- Working with users/customers to define, analyze and document system and user requirements and translating them into functional system design specifications that can be successfully executed
- Developing training/instructional methods
- Communicating clearly and effectively in writing with internal staff and external agencies, including the preparation of written procedures, reports, memos, and correspondence
- Coordinates with IT department and system vendor support in the implementation of new systems and/or upgrades through effective evaluating, planning, configurations, data migrations, testing, production and organization training and distribution.
- Consult with subject matter experts internally and externally in the development and extraction of specialized data requests, reporting, and other business analysis needs in order to streamline processes and test internal controls.
- Serves as the centralized contact for the Development Services systems support team, triaging to resolve or coordinate other critical support; analyzes trends and common problems to proactively assess, diagnose, and implement viable solutions or address end-user training needs.
- Facilitates and leads service issues with system vendor support teams to ensure the appropriate service level support necessary to remediate both routine and escalated service issues.
- Develops and recommends policies and procedures to provide efficient departmental operation, accountability, and system/process compliance.
- Coordinates functional user support and training needs, documenting critical processes, and creating user resource tools.
- Maintain or direct the accurate maintenance of accurate records and files
- Performs other job-related tasks as required.
