GENERAL JOB SUMMARY:
The Sr. Technical Business Analyst is a dynamic role within Kirkwood Community College's Continuing Educations Operations division. The position encompasses traditional IT business analysis functions in addition to independent project management, departmental analysis and technical training responsibilities. The Technical Business Analyst will serve as an integral member of the Continuing Education division and have a key impact on the success of project delivery and operational improvements across the college. The Sr. Technical Business Analyst will work to maintain an understanding of all key systems at the college and their capabilities in order to leverage those capabilities to the needs being defined by the customer.

The typical work schedule for this position will be Monday through Friday from 8 am to 5 pm.

DUTIES/RESPONSIBILITIES:

Business Analysis
  • Facilitate requirements definition processes by eliciting customer needs and translating those needs into functional and technical requirements. Function as a key project member focused on large to enterprise projects.
  • Partner with customers to establish project requirements that account for technical, resource, schedule or other identified project factors.
  • Lead design sessions with technical teams to define effective solutions based on requirements.
  • Create, deliver and obtain customer acceptance of project deliverables including but not limited to functional specifications, business process diagrams, business rule definitions, wireframes and user acceptance approvals.
  • Lead the creation of system and user acceptance test plans independently or in collaboration with our customer partners.
  • Lead test planning and execution phases and validate against expected results as defined by project requirements.
  • Document and track defects and remediation status related to system and user acceptance testing.
Project Management
  • Independently manage the successful delivery of software development and systems integration projects. Project Management responsibilities will be focused on medium to large projects.
  • Conduct project planning activities with customers, team members and managers.
  • Create scope of work, work breakdown, resource allocation and schedule deliverables for assigned projects.
  • Manage projects transparently and with a focus on communication by leveraging available project management tools.
  • Develop options and recommendations to address and resolve issues which pose risks to the projects delivery and manage those items to resolution.
  • Conduct post project reviews and surveys for continuous improvement and growth.
Departmental Analysis
  • Ensure a positive user experience through conducting round tables, surveys and frequent update meetings with departments.
  • Work closely with multiple departments to develop subject matter expertise as to how the departments utilize enterprise technology within the college.
  • Identify departmental process or systems challenges that pose as opportunities for technical improvement or automation.
  • Identify and document use cases, requirements and business cases to pursue improvements.
Technical Training
  • Deliver technical training through various methods (individual and group sessions, face to face as well as self-paced online instruction).
  • Collaborate with key stakeholders across the college to establish an annual strategic training plan and manage the successful execution of the plan.
  • Work closely with IT staff and managers to expand knowledge of existing and new application systems, how they are utilized and identify opportunities for expanded and/or more effective utilization.
  • Design and deliver training programs on various software applications.
  • Track training programs for required reporting.
  • Develop consistent and clear end-user content and manage existing content repositories.

  • Be able to establish strong business relationships within the college to achieve objectives.
  • Must have own transportation to travel to businesses and agencies, meet with College and community personnel and clients.

MINIMUM QUALIFICATIONS:

  • Minimum of a Bachelor's Degree in related field or equivalent related work experience.
  • 5 years of proven experience as a business analyst and project manager within the technology sector or equivalent experience.
  • Previous experience working with student information systems is highly desired.
  • Previous experience managing or participating in software or systems integration projects is highly desired.
  • Experience writing technical specifications, process flow diagrams, test cases and/or procedural manuals.
  • Strong customer service orientation, including excellent planning, organizational, communication, interpersonal and presentation skills.
  • Ability to make oral and written reports and presentations in a confident, concise and effective manner.
  • Able to interpret questions, identify problems and propose solutions, read reference manuals.
  • Communicate technical issues effectively in both oral and written format to users of the administrative systems.
PREFERRED QUALIFICATIONS, LICENSES, CERTIFICATIONS, OR REGISTRATIONS:
  • Project Management Certification preferred
  • 3 to 5 years of experience in higher education preferred.
  • Sharepoint, Data and PII security knowledge, and Secure Web Form experience preferred.
