Salary
  • Support Salary Scale Grade S20: $47.04 per hour; starting

Under the Fair Labor and Standards Act this position is exempt from overtime. Actual salary placement will be in accordance with the salary procedures of the Frederick County Public School System.

Role

The Systems Development Specialist is responsible for all data management and application development, as needed. This position provides comprehensive data management and fulfills local, state, and federal reporting requirements relating to student information. The specialist collaborates with other departments within FCPS, state and federal agencies, and third party software vendors to meet all systemic data and reporting needs. This position participates in the design, development, enhancement, and maintenance of a FCPS data warehouse and comprehensive reporting solution.

Essential Functions

Reporting directly to the Manager of Student Information Systems- Operations, the Systems Development Specialist performs the following duties:
  • Design, develop, test, debug, deploy, and maintain applications that further support student information needs and reporting requirements.
  • Local, state, and federal reporting to include serving as point of contact for FCPS, collaboration with departments within FCPS, review and interpret report/data specifications, performing data extraction tasks, and addressing other reporting requirements.
  • Design, develop, test, debug, deploy and maintain processes relating to the extraction/transformation/loading of data from source systems to the FCPS data warehouse.
  • Develop, test, and run export routines for data transfer to systems integrated with Student Information Systems.
  • Develop and manage integrations with third party software. Serve as liaison between the SIS Team and other FCPS Departments; i.e. Curriculum, Student Services, Special Education, Transportation, Food Services, Media Services, and third party vendors.
  • Evaluate operations and activities of assigned programs; recommend improvements and modification of programs.
  • Perform data extraction from and data uploads to the Student Information Systems, for example test loads (ex. PARCC, HSA, SAT) and loads of data from third party software systems where integration is not automated.
  • Perform database administration functions such as performance, tuning, backup/recovery, and general database administration.
  • In conjunction with other team members, create, maintain, and publish system/process documentation, including user requirements, technical specifications, data process/flows and system program/user guides, in accordance with established standards and procedures.
  • Receive incidents, assess and classify them in terms of priority, and provide remediation for all levels of support requests.
  • Provide support for all student information system software to include eSchoolPlus+, TAC, ReportNet, and HAC. Support all end users; support staff, administrative staff, and all teachers responding in a timely and efficient manner by various means of communication; i.e. telephone, Microsoft Lync, and email.
  • Maintain database administration and other technical documentation, as required.
  • Provide quality assurance; implementing systems and standard operating procedures to ensure the accuracy and validity of student data.
  • Participate in planning and testing of new software releases/versions before implementation.
  • Assist other staff on special projects, as directed.

Other Functions
  • Continually review FCPS student data systems to ensure that the organization achieves and maintains a high level of data integrity in accordance with requirements defined by the Student Records section of the Code of Maryland Regulations (COMAR).
  • Participate in the processes used to compile and correct student accountability data files submitted to the Maryland State Department of Education.
  • Remain compliant with all local, state, and federal mandates relating to student confidentiality (FERPA) and the use/maintenance of electronic records.
  • Attend workshops and training opportunities to develop and maintain skills pursuant to the duties of this position.
  • Collaborates effectively with others to lead, challenge, and motivate individuals and teams of people to effective solutions, innovations, and quality customer service.
  • Ability to deliver on objectives/goals of the division in a given time frame with available resources.
Performs other duties as assigned by the Manager of Student Information System Operations or the Director of System Accountability and School Improvement.

Required Qualifications

  • Bachelor's degree in IT or minimum of five (5) years' experience in computer service, information technology, computer science, or related field.
  • Three (3) years' experience developing queries and scripts using T-SQL. Ability to work with advanced functions of MS Excel and relational databases.
  • Familiarity of data analysis, database design technologies and tools, excellent analytical ability, judgment and problem analysis techniques.
  • Data extraction and report development experience, preferably Microsoft SSIS and SSRS.
  • Demonstrated strong oral, written, and interpersonal communication skills.
  • Capable of performing the essential functions of the position with or without reasonable accommodations.
  • Regular and predictable attendance.


Preferred Qualifications

  • Experience in data management in K-12 education environment.
  • Proven application development experience, preferably in an object-oriented programming language (ASP.Net or Java).
  • Knowledge of Data Warehousing including relational data modeling (Star Schema) as well as ETL processing.
  • Knowledge of SharePoint and how it's used for collaboration and report publishing
  • Proficiency with all FCPS Student Information System software.
  • Familiarity with Maryland Student Records Manual and related student record management.
  • Familiarity with state & federal educational reporting requirements.
  • Familiarity with the FCPS policies, goals and programs.
